Salary Range: $45,000 to $53,000 annual salary

Purpose

The primary purpose of this position is to manage, administer, and direct services of the child care program which includes the child care plans, programs, curriculum, community service/outreach, marketing/promotion, staff development and performance evaluation, budgeting control, and purchasing.

Essential Job Functions Duties and Responsibilities

Compliance Functions

  • Operate the program to conform with Rule 3 licensure under MN Department of Human Services (DHS)
  • Understand and enforce all applicable standards and policies governing group childcare and maintain compliance consistently.
  • Understand and enforce the policies set by the child care center. Any changes form the current policy will be enacted within one month of written notification.
  • Prepare and file all required data for re-licensing by the state-licensing agency.
  • Responsible for contacting local, state, and federal regulatory agencies, such as the local health department, building inspector, health nurse, etc., as needed. Agencies should be contacted within one week when a need arises, or as directed by other regulation or policy for a specific incident.
  • Maintain a planned set of emergency procedures, with written copy on file and posted at the program.
  • Maintain accident prevention procedures and maintain adequate first aid supplies, accident records, and written materials.

Administration Functions

  • Maintain all administrative records and determine which required records should be kept on file.
  • Design survey and survey parents every quarter and file results.
  • Asses the ramifications of the programs’ service, and investigate new and/or better ways of serving the community. Keep ideas on file and, if plans are acceptable, the changes will be implement by the following program year.
  • Manage special concerns or problems of children, parents, and/or staff in a constructive manner. Attempt resolution of problems within one week of awareness. Be resourceful (demonstrating a problem-solving ability and creativity) in recognizing problems and acting quickly. If the problem cannot be acted upon, or has a far-reaching effect, the main office must be notified. Keep documentation of all concerns and incidents.
  • Maintain an accurate system of recording daily attendance and weekly usage figures.
  • Collect payment from families and maintain accurate records.
  • Maintain child care service contracts with state/federal programs, such as USDA Food Program, and other third-party agencies, keeping necessary records, filing expense reports and billing in the the required manner within ten days.

Operations Functions

  • Initiate and manage strategic objectives and motivate workforce to achieve performance excellence
  • Supervise the initial enrollment procedure and daily intake of children to ensure an efficient operation and compliance with standards.
  • Operate the daily program ensuring that dependable, quality care is provided.
  • Responsible for program curriculum, schedules and environment. Consult with staff as appropriate.
  • Supply staff with new ideas, resources, and materials.
  • Provide leadership to curriculum, evaluation and revision under guidance of management company.
  • Ensure the curriculum is consistent with program philosophy
  • Act as a substitute in classrooms when teachers are unable to work, or when short-staffed.
  • Responsible for the inventory and purchase of supplies and equipment used in the daily programs.
  • Responsible for maintaining an attractive, clean and safe physical environment
  • Drive the transportation vehicle as needed.

Personnel Functions

  • Evaluate staff and ensure communication between staff members and parents.
  • Interview and assign persons for staff positions. Obtain volunteers when necessary.
  • Orient and train new staff members.
  • Create staff schedules and manage supervision of staff in order to coordinate all programs, activities and inter-relationships.
  • Assign, direct, and review staff performance and conduct or assign in-service training programs as needed.
  • Conduct regularly scheduled staff meetings and file agenda/minutes according.
  • Maintain staff performance files as required by state licensing services.
  • Provide further education and training required by the MN Department of Human Services (DHS).
  • Attend meetings and conferences of professional organization appropriate for child care personnel, while representing the program.
  • Be aware of current research literature and legislative developments related to early childhood education.
  • Develop the staff’s potential through proper supervision. This entails making expectations clear, following through to see that expectations are met, and utilizing the staff’s input and abilities.
  • Be attentive to staff by offering support and practical advice when questions or problems arise.
  • Maintain the reputation of the program by demanding professional conduct from each staff member, and by treating each employee with dignity and respect. It is also the director’s philosophy to treat each staff member as a highly trained skilled professional who is eager and willing to make their own decisions, and to ask for input and assistance when needed.

Marketing Functions

  • Explain program offerings interested individuals and follow up accordingly
  • In collaboration with management company, provide information to the community via various media outlets.
  • Join community groups and network with external agencies/organizations and facilitate positive relationships.
  • Attend community and/or marketing events that align with mission, vision and values.

Budgetary Functions

  • Maintain an accounting system for all income. Records are to be kept in the director’s office.
  • Purchase required or needed expendable supplies and equipment for fulfilling the program’s needs. Purchases should be made in a timely manner.
  • Manage contracts with outside agencies providing services and/or supplies.

Nutrition Functions

  • Direct the preparation of food, menus and purchase of supplies. Menus shall be posted weekly.
  • Maintain information required by the USDA Food Program and file the necessary reports..
  • Maintain the meals, snacks and items from home that are healthy and go with the center’s philosophy.

Required Knowledge, Skills and Abilities

Must possess the ability to make independent decisions, follow instructions, and accept constructive criticism. Must be able to deal tactfully with children, personnel, family members, visitors, government agencies/personnel, and the general public.

The person must have a warm and friendly personality, be sensitive to the feelings and needs of others, be able to relate well to children, and be willing to fulfill the job responsibilities in accordance with the program’s philosophy. Must be able to communicate professionally and openly. Must be able to create a nurturing environment in which the child can grow physically, emotionally, socially, and intellectually.

Education and Experience

Must possess the educational requirements of the program’s licensing agency. A degree in child development or a related field with an emphasis in early childhood education, and/or equivalent experience is preferred. Prefer a minimum of two years of managing staff and prior experience in teaching in an early childhood classroom, supervising staff, and managing a child care center. Must possess leadership and communication skills. Must have proficiency with Microsoft Office Suite (Word, PowerPoint, Publisher, Excel, Outlook) and have experience with accounting and budgeting.

Licensing/Certifications

First Aid/CPR/Sudden Unexplained Infant Death (SUID)/Abusive Head Trauma training required or completed upon hire. Must have a valid MN Driver’s license required and complete passenger safety training class upon hire
