Position Description

Position Summary:

  • Comply with (and actively promote) all Safety policies and procedures including reporting all accidents, incidents, and near-misses to ensure adherence to our Number One Core Value – Safety first, in everything we do.
  • Manage CM pursuits, technical design, preconstruction costs, subcontractor qualifications, and technical proposals as required. Working with the preconstruction team, develop proposals/pursuits along with project schedules with appropriate timelines and attributes.
  • Submit preliminary paperwork such as submittals, introductory letters, subcontractor approvals, lump sum breakdowns of work items, affirmative action documents, etc.
  • Responsible for all aspects of cost management for projects.
  • Manage the quarterly cost reporting process and manage change order process.
  • Develop, update and manage all project controls processes including pursuit-related items, preliminary submittals, staff organization, budgeting and cost control, change orders and related processes.
  • Manage project activities working with Project Managers and client to ensure project continuity and that goals and timelines are met.
  • Maintain contact with the project Owner throughout the process to ensure satisfaction.
  • Assist in the planning, staffing, and supervising personnel administration, performance reviews, defining functions, responsibilities, etc.
  • Either directly or through subordinate managers, ensure all departmental and company policies, procedures and standards are adhered to.
  • Provide advice, guidance and direction to subordinate managers toward their professional development.
  • Resolve operating problems and difficulties as needed.
  • Maintain liaison with subcontractors and vendors and, if needed, assist in the resolution of issues.
  • Ensure projects are in compliance with corporate, state and federal health and safety laws and regulations.
  • Assist in the resolution of construction claims for projects.
  • Manage pursuits including marketing approach, design and construction approach, estimating oversight and review of technical proposals and design coordination.
  • Responsible for all aspects of cost management for the project.
  • Provide input in marketing approach, design and construction approach, participate in the preparation of all proposal documents and assist in go no/go decision.
  • Coordinate/attend owner/client marketing meetings.
  • Assist in the negotiation of agreements.
  • Manage/monitor the proposal preparation process and coordinate with estimating.
  • Chair team kickoff, regularly-scheduled and review meetings.

Position Requirements

Qualifications:

  • Bachelors or master’s degree in civil engineering or construction-related field
  • Minimum of 15 years’ successful and progressive experience in Heavy/Civil Construction Industry
  • Experienced in budget management, schedule, quality control, and knowledge of all phases of construction
  • OSHA 10 Certified
  • Excellent computer skills
  • Excellent communication skills, both verbal and written
  • Experience with computerized takeoff and/or design programs
  • Ability to lead in a fast-paced, challenging environment as an integral part of a team
