The Maryland National Capital Park & Planning Commission is a bi-county agency servicing both Montgomery and Prince George’s Counties. The park systems are managed in both counties and in Prince George’s County, the public’s recreation programs are developed and maintained.

If so, the Department of Parks and Recreation, Prince George’s County is where you want to be! We’re looking to fill an Equipment Operator II - CDL position. In this role, you’ll work with a team completing major projects, design, construct and perform maintenance and repairs on stormwater structures, operate commercial vehicles, and help to complete large scale grading and construction project renovations all while having a positive impact on our county’s climate resilience. 
 
The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a six-time National Recreational and Parks Association Gold Medal Award Winner. The Department of Parks and Recreation, Prince George’s County administers thousands of acres of park land; a wide collection of facilities ranging from the oldest continuously operating airport in the world to a minor league baseball stadium; community centers; large multigenerational facilities; and even the recreational programming opportunities within the county. This position falls within the Facility Services Division (FSD), the largest Division within the Department of Parks and Recreation, Prince George’s County. We provide high-quality maintenance and support services for all parks and recreation facilities. FSD has six (6) major work areas: Fleet Management, Buildings & Structures (Trade Shops), Horticulture & Forestry, Major Maintenance & Inspection, Critical Projects (Heavy Equipment, Sustainability, Aquatic Maintenance) and the Administrative section.
 
The Equipment Operator II - CDL will join the Critical Projects Team within the Facility Services Division. The successful candidate will work under general supervision performing a wide range of duties related to park maintenance and upgrades, Stormwater Best Management Practices and many other ongoing projects under heavy equipment. This work is highly collaborative in nature and requires an effective team player.

Safety
  • Utilizes specific personal protection equipment such as foot protection, respirator or protective eye wear; ensures safeguards are in place.
  • Ensures safe and efficient work practices are followed in work areas and sites as well as methods of machine operation, maintenance and storage.
  • Performs critical American with Disabilities Act (ADA) work to remove barriers and maintain compliance. 
Operation / Maintenance of Tools and Heavy Equipment
  • Operates heavy equipment such as large bulldozers, motor graders, excavators, rollers dump trucks with plow, water trucks and other heavy equipment to perform routine construction and maintenance work such as ground excavation work, raising or lowering terrain to specified grade. 
  • Operate medium and light equipment such as skid steer, front-end loader, dump trucks with plow and water trucks and hand tools / light equipment such as jack hammers, gas powered saws and chainsaws to perform construction, renovation, grading, and maintenance work in parks.
  • Transport and haul materials and equipment to and from job sites by operating dump truck and low boys to haul, transport, stockpile and dump materials (e.g. sand, gravel, rock, salt).
  • Operate forklift and front-end loaders to load trucks with lumber, gravel, dirt, asphalt, mulch and other materials.
  • Operate trucks with snowplow attachments to remove snow and ice from roads, driveways, and parking lots. 
  • Inspects and reports on equipment and vehicle needs daily.
  • Provides periodic maintenance of small equipment and tools.
 General Labor and Administrative Tasks
  • Direct the work of other equipment operators on the crew to coordinate with heavy equipment. Provide training and technical instruction as needed to crew members at a lower level. Completes regular and reoccurring work assignments independently, with limited direction. 
  • Determines unique construction design and materials necessary for historical structures and maintains compliance with historical preservation guidelines.
  • Receives oral and written work orders for equipment assignments. 
  • Works with supervisors, project managers, architects and engineers to review plans and interpret blueprints, engineering drawings, sketches, ground stakes, and specifications to plan and establish work priorities. Recommend changes to improve work projects. 
  • Plans projects, identifies and determines equipment needs for assigned projects and responsible for reviewing and reporting job progress.
  • Maintains inventory of equipment, tools, and vehicles for crew.
  • Completes required administrative paperwork and recordkeeping such as leave slips, material lists and work order documentation.
  • Performs routine safety inspection and maintenance of vehicles and equipment.
  • Performs routine maintenance, repairs and construction of park trails both paved and natural surface.
  • Under direct supervision, works with crew members on tasks related to grading, construction projects, trails and other specialized assignments within the parks.
  • Conducts maintenance and repairs on stormwater structures such as dry ponds, submerged gravel wetlands, bioretention swales, wet ponds, and rain gardens using stormwater BMP’s.
  • Maintains knowledge of current practices, equipment, and technology related to job duties through certification, training, and continuing education programs; attendance at professional seminars and conferences; and informal exchanges of professional information.
 Important Skills and Characteristics
  • Knowledge of: (1) heavy equipment operation procedures and characteristics; (2) Commission organization, policies, and procedures*; (3) standards (e.g. Maryland Occupational Safety and Health (MOSH) and Occupational Safety and Health Administration (OSHA), and Department of Motor Vehicles) of specialized equipment used in equipment operation and safety; (4) excavation and grading work; and (5) Americans with Disabilities Act; and (6) Storm Water Management compliance. 
  • Considerable skill in operation of excavator, bobcat, bulldozer, dump truck, motor grader, front-end loader, roller, tractor-trailer truck, asphalt equipment and other heavy equipment machinery. 
  • Ability to: (1) direct and follow verbal and non-verbal instructions; (2) understand a system of procedures; (3) read and write routine reports; (4) provide customer service; (5) work independently or in a crew; (6) review and interpret blueprints and engineering specifications; and (7) direct the work of subordinate personnel. 
  • Skill in problem solving to select, organize and logically process relevant information (verbal, numerical or abstract) to solve a problem. Examples include working with supervisors, project managers, and surveyors to review and interpret blueprints, engineering drawings, sketches, ground stakes, and specifications to plan and establish work priorities. 
  • Skill in communication to understand verbal and written information (including facts, descriptions and ideas) and to express such information verbally so that others will understand. 
  • Interpersonal skills to interact effectively with business contacts in a businesslike, customer service-oriented manner; this includes skill in establishing and maintaining effective working relationships and working as a member of a team. 
 Working Conditions 
Incumbents in this position must frequently remain in a stationary position, move about inside the office and outside, operate vehicles, tools and equipment, ascend and descend ladders, position self to complete manual work, move equipment, tools and supplies weighing up to 49 pounds and work in outdoor weather conditions. May be exposed to weather, dirt, waste, odors, caustic chemicals, pesticides, wildlife, and potentially harmful insects. This position will be required to report during snow/weather events. 
  1. High school diploma or Certificate of General Educational Development (GED).
  2. Three years of equipment operation, including a minimum of one year of experience using heavy equipment.
  3. Must possess a Commercial Driver's License (CDL) with appropriate endorsements at time of employment. Driver's license must be unencumbered by restrictions, revocations, suspensions or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  4. Successfully pass Commission medical examination.
