HJF is seeking a Grants Specialist II to work under a guidance of a Grants Manager to manage pre-award and post-award sponsored program activities including non-competitive proposal development, award negotiation, award execution, budget and financial management, compliance monitoring, research administration activities and close-out. This position has budgetary responsibilities on all the assistance agreements they manage.

This position will be in support of HJF's Office of Sponsored Programs (OSP) Department. The Research Administration team is responsible for reviewing, interpreting, and negotiating award terms, and as the Authorized Official, executes awards in acceptance on behalf of HJF. Research Administration is responsible for stewarding sponsored funding in accordance with regulatory requirements for projects funded by federal, state, and local government agencies, foundations, foreign entities, and other public and private sources.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

  • Performs post-award activities including award financial management, award restriction monitoring, compliance monitoring, and timely report submission.
  • Responsible for award set up activities including negotiating agreement with sponsor, award set up, and providing award management procedures and requirements to Principal Investigator (PI) and Program Managers (PM).
  • Responsible for pre-award activities related to non-competitive assistance agreement proposal submission and Just-in-Time (JIT) process for National Institute of Health-related proposals.
  • Serves as a liaison between the sponsor and PI to communicate award administration issues and seek approval on required actions.
  • Maintains award files and action status in electronic systems.
  • Manages close-out activities including submission of reports and reconciliation of award financial status.
  • May include budgetary responsibility to include planning/forecasting, preparing and monitoring.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Education and Experience

  • Bachelor’s degree in Finance, Accounting, Business, or related field is required.
  • Minimum of 3 years of experience required.

Required Knowledge, Skills and Abilities

  • Knowledge of research administration including Uniform Guidance (UG) and/or Federal Acquisition Regulation (FAR), federal sponsor Terms & Conditions.
  • Experience with grants, post-awards, and negotiating agreements.
  • Basic regulatory compliance related to medical research.
  • Strong customer service, interpersonal, and computer skills.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in an office setting.
