Description

The Property Affordable Specialist is to assist the Area Manager/Community Manager/ Resident Manager in effectively managing the dedicated Affordable Units at the assigned communities. The Property Affordable Specialist assumes all responsibilities associated with accomplishing community objectives as set forth by Compliance, the Regional Manager and Property Ownership. The Property Affordable Specialist is directly responsible for management of the resident lifecycle for the affordable units, not limited to the maintain occupancy requirement, apartment leasing, recertification, unit condition and apartment inspections, maintaining including accurate reporting of rents and deposits received, and rent collection. Duties include a wide range of activities related to determining and documenting applicant and/or participant eligibility, income, rent and our contractual obligations with the U.S. Department of Housing and Urban Development (HUD). The position requires full accountability for a resident case load including accurate and complete files, resolution of special cases, and responsiveness to stakeholder inquiries.

Duties and Responsibilities:

  • Greet residents either by phone or in person, in a professional and courteous manner, and in line with Habitat’s Core Values.
  • Report any physical concerns to manager when walking the property and affordable units.
  • Attend all training/meetings as directed by the Regional Manager, Community Manager, or Compliance Manager for further advancement of your skill level and information.
  • Assist with requests from Regional Office, and Compliance as necessary.
  • Complete preparations for Audits.
  • Correspondence to/from IHDA/HUD as needed.
  • Meet with IHDA/HUD representatives during various audits and respond to findings, as needed.
  • Generate and close work orders, as needed.
  • Complete the recertification process to ensure team members are working efficiently to complete all recertifications in a timely fashion.
  • Complete resident recertifications in accordance to HUD rules and regulations.
  • Complete annual Gross Rent process in YARDI.
  • When meeting with residents, document their file with any concerns and complaints that could become a future issue for the Management Office.
  • Conduct all business in accordance with The Habitat Company policies and procedures, Fair Housing, Americans with Disabilities Act, and all other laws pertaining to property management.
  • Inform the Community Manager of any issues that you are not able to resolve, using the appropriate form of communication.
  • Completes annual re-examinations within required time frames following the HUD and Habitat procedures.
  • Complete interim re-examinations and unit transfers as required.
  • Conducts applicant and participant briefings and interviews, completing re-certification forms completely and accurately.
  • Follow HUD policies to determine residents’ rent.
  • Educate participants on program requirements and family obligations.
  • Process all transactions within required systems.
  • Maintains residents’ files in a safe and secure environment following HUD’s information security policy and requirements.
  • Responsible for rent collection and lease enforcement.
  • Drafts general notices to residents
  • Assists the Community Manager and/or Assistant Manager in the development and implementation of goals, objectives, policies, and priorities at the site.
  • Responsible for maintaining an accurate daily timekeeping record via our Paycom time keeping system.
  • Perform other related duties as assigned.

Qualifications


  • Must have or obtain a leasing license with 120 days from hire and have certified occupancy specialist certification.
  • Experience with recertifications and compliance is preferred
