Job Summary/Purpose:
The Gemini 3 Group is seeking a Business Process Manager support in the collaboration of reference architecture, modernization efforts, and development of Standards Profiles. Essential Responsibilities/Functions:
Support synchronization and coordination across DISA organizations to align the DISA Corporate position on Architecture and Standards issues to support the National Defense Strategy (NDS) and Digital Modernization Strategy (DMS).
Support analysis of National Defense Authorization Act (NDAA) requirements and policy, and the impact on resources supporting the IT Standards and interoperability processes. Develops recommendations for DISA and DoD CIO leadership on how to implement process and procedures to adequately address those requirements resources. Identify challenges for resourcing, execution, and enforcement of the proposed recommendations.
Assist DISA and DoD CIO with developing more effective partnerships between with Components, Under Secretary of Defense (Acquisition and Sustainment), and Under Secretary of Defense (Research and Engineering) to enable the IT Standards process to enhance support for the Digital Modernization initiatives.
Assist and facilitate the integration between standards, interoperability, and architecture.
Assist the Government in preparing a clear standards management strategy to support interoperable IT.
Provide advice on JESC organizational reconstruction - to transition the current JESC TWGs. This reconstruction will enable efficiencies related to standards adoption, publishing, implementation, driving innovations, and test/certification.
Contribute to a JESC Transition/Modernization Plan. This includes laying out tasks and activities required in all areas (Governance, Policies, Process, Tools, and Communications) to efficiently initiate JESC Modernization.
Develop Tool requirements to address changes and supportability of new JESC Standards CM processes.
Make recommendations on both internal and external standards Stakeholders Engagement and Communication Strategy objectives and tasks to improve DoD CIO and DISA External Communications.
Participate in meetings with DoD CIO and other stakeholders to assist the government with concept development, preparation of briefing materials, coordination, and gaining acceptance of new concepts to improve IT Standards processes.
Investigate and make recommendations to improve processes, procedures, tools, and governance constructs, with the goal of eliminating stovepipes between interoperability, standards, and architecture.
Contribute to writing and rewriting business processes including but not limited to the JESC Standard Operating Procedures and a new Standards Processing Guide.
Investigate commercial Industry Models and Best Practices, including SDO processes, to ensure IT standards keep up with agile technology. The analysis shall include Model Based system engineering alternatives.
Investigate current processes and ITSP Operations and Modernization tools and modules and make recommendations how to better integrate current tools with enterprise architecture products and profiles, to better enable the Department of Defense to develop integrated systems to the warfighter.
Investigate and make recommendations for better ways to drive IT standards into DoD and IC information environments, while integrating and providing for touch points between standards, architecture, and interoperability.
Make use of information from policy and strategy, and discussions from meetings and minutes, to make recommendations for change, and propose them as updates to the SOPs, Processes, User Guides, and other ITSP guidance, utilizing the review and approval process to obtain Government approval of the recommendations. Perform quality reviews of the data in the DISR. Suggest business process improvements / business rules and submit them following the Agile process as described in 6.5.2, as suggested requirements for data entry based on these quality reviews.
Clean up DISR data in keeping with procedures and as authorized by BDE2.
Perform quality reviews of Change Requests in the DISR.
Suggest business process improvements / business rules and submit them as suggested requirements for data entry for Change Requests based on these quality reviews. Knowledge/Skills/Abilities:
Knowledge of narrow band SATCOM and courting reference architectures.
Must be able to work independently and manage multiple tasks at one time.
Must be detail oriented and highly organized, able to manage priorities to meet deadlines.
Effective proofing and quality assurance capabilities to include excellent spelling and grammar and familiarity with military correspondence and competency-specific document formats/templates.
Proficiency in Microsoft Word, Excel, PowerPoint and Project.
Proficiency in Adobe Acrobat (forms, signatures).
Required Experience:
Minimum of 3 years experience in a combination of IT Management, Business Process Management and IT Standards.
Required Education, Licenses and Certifications:
Bachelor’s Degree in Information Technology or Computer Science.
Security Clearance Requirements:
Active Secret Level Clearance
Work Environment and Physical Requirements:
