THE ROLE 

The Director of Agency Wide Operations reports to the Chief Administrative Officer and CEO and plans and directs activities that are critical to the efficient and cost-effective operation of the agency and its program. The person filling this position must have excellent people skills, analytical problem-solving skills, experience executing and administering large complex projects, and experience building budgets and managing costs.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

Capital Projects and Procurements

  • Manages certain major capital projects that can range from building renovations (interior modernizations, roofs, floors) to mechanical and electrical systems upgrades (boilers, elevators, lighting) to equipment purchases (computers, furniture).
  • Works with Executive Team, Executive Directors and CFO to determine timing, funding and prioritization of projects.
  • Works with architects/engineers to develop scopes of work, solicit and evaluate bids; works with agency and winning bidders to develop and sign contracts.
  • Manages procurement process for agency-wide contracts covering key services (IT, security, cleaning, multifunction copiers, etc.). Depending upon contract size, this can include writing RFPs, vetting and soliciting bidders, holding pre-bid conferences, scheduling bid presentations to agency stakeholders. Works with senior management and agency stakeholders to select winners; negotiates contracts.
  • Responsible for administrative and paperwork side of capital projects and major procurements.

Programmatic support

  • As needed, coordinate logistics to support major substantive initiatives that cross EA departments and with external partners, such as EA’s current commitment to assisting asylum seekers

Operations

  • Serves as mentor and resource to building engineers and operations directors across community center sites on range of building issues and procedures. Creates opportunities for information sharing and cross-trainings.
  • Update and streamline operational plans that cross all sites (e.g. emergency planning including active shooter, natural disasters, fire safety). The plans will be site-specific but the basic elements should be consistent across EA.
  • Collaborate with teams from various departments to optimize processes that impact cross-agency programs and departments, including developing project management skills and communication.
  • Develop and maintain cross-Agency calendar of key organization-wide processes and key dates.
  • Manage relationships with relevant facilities-related oversight agencies (e.g. FDNY and DoB, DoH) and coordinate processes across the agency regarding communication with oversight agencies.
  • Maintain an up-to-date list of assigned space and available space (e.g. workstations, private space) and participate in space planning.
  • Identify and maintain an up-to-date list of all facilities/operations vendors across EA (e.g. cleaning, extermination, security, HVAC), value of contracts, and opportunities for efficiency. Identify and address inconsistencies among vendors (e.g. labor requirements) as necessary.
  • Ensures agency procurement policies are followed when sites undertake smaller-scale capital projects, contract with skilled labor to make repairs, and for renewal of maintenance contracts covering building systems.
  • Supervises and works closely with Facilities Manager who is the primary contact with contractors and vendors around service calls for three of the agency’s community center sites and makes sure that invoices are submitted and paid upon successful completion of services.
  • Keeps abreast of facilities inspections, work being done to cure violations, and OATH appearances and intervenes when needed to assure timely resolution.

Greening Initiatives, De-Carbonization Compliance

  • Manage agency’s greening work and compliance with NYS de-carbonization requirements.
  • Work with senior management to develop agency response to 2030 NYC emission limits.
  • Manage the overall direction of our sustainability efforts, including setting goals and measuring progress.
  • Create and launch plans for recycling materials within our various facilities.

PREFERRED QUALIFICATIONS AND SKILLS

  • Bachelor’s or Master’s degree in relevant field, or equivalent experience
  • 10-plus years of experience managing people and teams.
  • Demonstrated ability identifying and recommending creative solutions to cross-Agency operational concerns.
  • Strong project management skills with the ability to administer multiple projects simultaneously, prioritize workload, and effectively manage resources.
  • Experience reviewing, building and managing budgets.
  • Experience managing contracts and complex projects.
  • Knowledge of design construction process; experience working with architects, engineers, contractors, subcontractors; experience working with City/State agencies on renovations and building system upgrade.
  • Experience writing RFPs, managing procurements, obtaining/evaluating bids, reviewing/negotiating contracts.
  • Familiarity with building systems (mechanical, electrical, plumbing, fire safety)
  • Understanding of NYC property inspections/violations landscape (DOD, FDNY, DEP, DOHMH, Sanitation, HPD).
  • Familiarity with NYC de-carbonization laws (LL84, LL97) and associated building requirements and deadlines a plus.
