DEFINITION:
Plans, implements, administers, and evaluates mental health and public health programs.
CLASSIFICATION STANDARDS:
This is the intermediate-level class in the Health Program Analyst Series. Positions allocable to this class are located in the departments of Mental Health and Public Health and are responsible for the solution of complex and difficult problems and the making of recommendations in areas of resources and personnel utilization, development, implementation and improvement of programs, and the refinement of practices and policies having a significant impact on the entire program. Positions may also be responsible for leading a team of analysts or mentoring lower-level analyst staff. Factors affecting allocation of positions in the Health Program Analyst Series include but are not limited to scope and complexity of program/clinic, program budget, number and size of contracts, and size and composition of clinical, professional, and support staff.
Essential Job Functions

Serves as technical lead in analysis and reporting efforts that support the Mental Health Plans and Manage Care Plans by pulling large amounts of data and aggregating them into categories to present to the health plans, measuring outcomes against benchmarks and goals, and packaging them into a deliverable for internal and external stakeholders.
Creates analysis, interpretation, and translation of complex health plan data, issues, and trends into effective strategies and action plans.
Utilizes statistical modeling methodologies to develop health plan provider and member analysis.
Develops presentations and reports on findings of analyses to DMH leadership and external stakeholders to influence decision-making.
Responsible for evaluating report requests to determine the requestor's needs and objectives, identifying the correct methodology for extracting data, including data sources and criteria, and ensuring the report is accurate, timely, and appropriately formatted.
Creates reports to comply with state and federal regulatory updates as needed.

SPECIALTY REQUIREMENTS:
TRAINING AND EXPERIENCE:
Option I : A Bachelor's Degree from an *accredited college or university in a discipline related to the core business function of the department -AND- four years of experience in the analysis** of mental health or public health programs, two years of which must have been in health care data analysis in a health plan setting, producing data presentations, spreadsheets, and database capabilities at the level of Health Program Analyst I***.
A Master's Degree from an accredited college or university in a discipline related to the core business function of the department may be substituted for one year of the required mental health or public health program analysis experience.
The Department of Mental Health Core Business Functions include Behavioral Sciences, Social Sciences, and Business and Accounting. Multidisciplinary degrees, such as Interdisciplinary Studies, Liberal Arts, and Cultural Studies are not accepted unless the degree has an emphasis in one of the core business fields detailed on the diploma or official transcripts showing graduation/conferral of degree.
Option II : Six years of experience performing assignments in mental health or public health program analysis, two years of which must have been in health care data analysis in a health plan setting, producing data presentations, spreadsheets, and database capabilities at the level of Health Program Analyst I***.
SPECIALTY REQUIREMENT INFORMATION:
*ACCREDITATION: Accredited institutions are those listed in the publications of regional, national or international accrediting agencies which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc. (AICE).
Transcript: In order to receive credit for any college or university course, or any type of college or university degree, such as Bachelor's or higher, you must include a legible copy of the official diploma or official transcripts from the accredited institution which shows the area of specialization with your application at the time of filing or within 15 calendar days of filing.
Official Transcript is defined as a transcript that bears the college seal and states "official and/or copy" issued by the school's Registrar Office. of the transcript from the school's website is NOT considered official and; therefore, will NOT be accepted and may result in your application being incomplete or rejected.
**Analysis of mental health or public health program is defined as the study and investigation of issues and problems of mental health or public health program development, implementation, administration, and evaluation and the generation of applicable solutions and recommendations.
***Experience performing work at the level of Health Program Analyst I position includes participating in planning, implementing, administering, and evaluating mental health or public health programs. Positions perform assignments in connection with multiple key functional areas of programs administered for a small to medium sized clinic or centrally administered program of comparable level, scope, and complexity.
No Out-of-Class experience will be accepted.
DESIRABLE QUALIFICATIONS: Proficiency in Power BI, Excel, Visio, and Powerpoint
Experience using data to evaluate health outcomes (KPIs)
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

EXAMINATION CONTENT : This examination will consist of an evaluation of education, training. and experience weighted 100%. The evaluation of education, training, and experience will be based on application information and the information submitted on the supplemental application form at the time of filing. Additional credit will be given for experience related to the desirable qualifications.

Benefit Information : Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a "new member" of the County's defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) - unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013.
