Heluna Health is Hiring a Staff Analyst, Health Services Near Los Angeles, CA

Salary Range: $39.27 - $56.66 Hourly
SUMMARY
The Los Angeles County Department of Mental Health (DMH) is seeking a Staff Analyst, Health Services to join the Financial Services Bureau to serve the Departmental Subject Matter Expert on Mental health Services Act funding.
ESSENTIAL FUNCTIONS
The essential functions of this position include but are not limited to:
  • Consults with departmental staff in the capacity of Mental Health Services Act - Finance subject matter expert.
  • Directs the preparation of annual budget requests for MHSA funded programs across component categories.
  • Evaluates MHSA program policy and statutory changes and assesses impact to departmental operations.
  • Completes and/or directs the preparation for financial performance analysis, budget status reports, expenditure/revenue forecasts and similar types of fiscal modeling for MHSA programs.
  • Completes and/or directs the preparation of the MHSA special fund walk-through for the Chief Executive Office.
  • Completes and/or directs the completion of various schedules such as the MHSA Prudent Reserve and reversion analysis.
  • Tracks MHSA funded capital projects and coordinates with DMH divisions, Auditor Controller and CEO Capital Projects team to transfer funds and prepare/route budget adjustments.
  • Analyzes and makes recommendations for maximum contract allocation increases for MHSA programs, incentives, initiatives, etc.
  • Maintains MHSA sub-program and local match schedules.
  • Directs the production and maintenance of the MHSA database.
NON-ESSENTIAL FUNCTIONS
  • Participation in County, DMH Management, staff meetings and additional meetings as assigned.
JOB QUALIFICATIONS
  • Four (4) years' familiarity with fiscal operations of a community mental health, health services or public health program, including programs that serve individuals that are homeless.
Education/Experience
A Bachelor's degree from an accredited college or university in Business Administration, Public Health, Public Administration, or Healthcare Administration.
OR
Four years of experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, program, procedure, budget or personnel.
Certificates/Licenses/Clearances
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clearance through Los Angeles County's Live Scan process.
