POSITION DESCRIPTION

The Senior Accounting Specialist – Billing is responsible for high volume federal contracting and commercial invoice preparation and submission in accordance with company and contract requirements using a variety of software and electronic tools. Additional duties include reconciliations, reporting preparation, and staff oversight.

WHAT YOU’LL DO 

  • Coordinate and maintain bi-monthly invoice schedule, unbilled analysis, and overall contract billing life cycle from initial setup through contract closeout
  • Monitor workload daily to ensure adequate staffing for invoicing, reconciliations, and reporting
  • Responsible for reviewing the billing requirements on new and modified contracts and implementation of client-specific requirements. This includes but is not limited to, the creation of billing templates for all contract types based on contract and order requirements
  • Prepare, review, and post government, commercial, and intercompany invoices according to company guidelines utilizing financial reports to ensure compliance with deliverable deadlines for federal government contract types such as Cost Type, Cost Plus Fixed Fee, Time & Material (T&M) and Firm Fixed Price (FFP) with CLIN/SLIN/ACRN structure
  • Submit invoices to customers using various methods, including government and other customer systems
  • Prepare weekly, open AR report and collections tracker and update account information weekly
  • Coordinate collection activities – correspond by phone and email with Project Leads and customers on past due invoices
  • Responsible for quarterly reconciliations of unbilled project AR balances to identify the significant items that make up the unbilled balances. Research and resolve discrepancies for financial transparency and accountability
  • Ensure all billings are accurate and in compliance with applicable FAR, Uniform Guidance, internal processes, and other contract requirements
  • Build and maintain cross-functional team relationships with Project Management, Project Control, and Contracts
  • Maintain and update billing folders and documents in accordance with company-established guidelines
  • Assist in implementing processes and procedures that will improve efficiency and strengthen internal control
  • Resolve a variety of internal and external customer inquiries concerning billing status and initiate communications to external and internal customers regarding billing discrepancies and collection issues
  • Support internal and external audits related to the billing and A/R functions as needed
  • Troubleshoot billing errors, reconciling differences between billed and cost amounts
  • Provide backup support to maintain Costpoint project information (i.e., contract setup/funding values, period of performance, project labor categories and workforce, backlog, etc.) according to contract invoicing and reporting requirements
  • Train and/or mentor other team members as needed
  • Perform other responsibilities as assigned

Requirements

WHAT YOU’LL BRING

  • Associate degree in accounting (or equivalent) preferred. 10 years of experience in lieu of a degree will be considered
  • Full-cycle billing experience in Costpoint
  • Minimum of 7 years of Federal contracting experience required
  • Strong attention to detail
  • Intermediate/advanced proficiency in using Microsoft Office products, especially Excel and Access
  • Ability to adapt to changes in responsibilities as the needs of the company change and grow
  • Ability to rapidly organize and analyze complex and diverse situations as well as large amounts of data
  • Client/customer focus with a sense of urgency to deliver quality work
  • Strong relationship-building skills
  • Strong interpersonal skills and ability to influence and negotiate skillfully
  • Excellent verbal, written, and presentation communication skills within all levels of an organization

PHYSICAL AND MENTAL REQUIREMENTS

While performing duties of this job, an employee may be required to perform any, or all of the following: Attend meetings in and out of the office, travel (sometimes extensively); Occasional evening and weekend work may be required as job duties demand; Communicate effectively (both orally and in writing); Ability to effectively use computers and other electronic and standard office equipment; Occasionally exerting up to 10 pounds to lift, carry, push, pull or otherwise move objects, including the human body. Work is primarily sedentary and involves sitting for several hours at a time. Occasionally walking, climbing stairs, and standing occur in this role. Additionally, this job requires certain mental demands, including the ability to use judgment, withstand moderate amounts of stress, and maintain attention to detail.
