Utility Inspector

GENERAL DESCRIPTION:

Under the Public Works Construction Manager's general supervision, performs inspections on all aspects of utility construction pertaining to Stormwater, Raw, Potable and Reclaimed Water Distribution Systems as well as Wastewater Collection.Purpose of the work is to enforce compliance with all applicable federal, state, and local codes and regulatory standards governing construction, development and maintenance. Employees act as liaison between contractors and City utility crews throughout construction and development of the City’s utility infrastructure.

Essential Duties and Responsibilities:

  • Keeps Construction Engineer or designee informed of construction work status.
  • Performs efficient and timely completion of inspections for installation and construction projects of underground utilities projects according to pre-established schedules.
  • Evaluates construction site work for compliance with established local, state, and federal codes and regulatory standards applicable to the work.
  • Responds to, researches, and investigates construction related inquiries and complaints regarding illegal or hazardous conditions in new and existing utility systems.
  • Communicate with supervisor, departmental management or utility engineer for the issuance of stop work orders based on set policies or procedures; specifies actions necessary to bring conditions to regulatory compliance.
  • Documents, records, and maintains detailed records and reports regarding inspection activities, e.g., inspection logs, conclusions, notices issued, actions taken.
  • Coordinates schedules for re-inspections to ensure violations are brought to compliance.
  • Reviews various records and documentation relating to inspection category, e.g., construction plans and specifications, drawings, schematics, diagrams, standard codes.
  • Assists and advises contractors, utility crews, engineers and administration in matters relating to construction and code requirements.
  • Coordinates work and projects with other departments and outside agencies where applicable; advises businesses and private customers of interruption of services due to construction.
  • Inspects field tests on materials to measure compliance with regulations
  • Refer violation notices and stop-work orders where structures and materials do no comply with regulations to Construction Engineer
  • May collect water samples from different sources including raw, semi-processed and/or processed water, industrial wastewater, or water from other sources to assess pollution problems.
  • Assesses problems within the distribution system which may include the backflow of pollutants or contaminates and advises on elimination and protection from the source.
  • Advises or guides as requested to direct distribution and collection management, supervision, and personnel in relation to utility construction.
  • Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
  • All employees will have a role in the City’s disaster preparation and/or disaster recovery efforts, as may be designated in the City Comprehensive Emergency Management Plan.

MINIMUM QUALIFICATIONS:

Education and/or Experience:

  • High School diploma or GED; limited Vocational training as specified by the type of inspections performed; supplemented by three (3) to four (4) years experience and knowledge gained in underground utility operations, utility construction inspection and utility distribution systems maintenance; or an equivalent combination of education, training, and experience.
  • A bachelor’s degree or relevant completed coursework in Engineering, Construction Management, and/or Plans Review is desired.
  • Must possess and maintain a Florida Driver’s License.
  • Must be able to achieve and maintain a minimum of a level 3 FDEP license in water distribution operations and maintenance.
  • Level 3 FDEP License must be obtained within sixteen months of employment.Failure to possess and maintain obtain this license could result in employment dismissal.

(A comparable amount of training, education, or experience can be substituted for the minimum qualifications.)

Knowledge, Skills, and Abilities:

  • Must be knowledgeable in backflow prevention and cross connection and be able to achieve and maintain current certification requirements in cross connection survey and inspection.
  • Knowledge to interpret construction project drawings, contracts, and specifications for project inspection

Physical:

  • Must be physically able to operate a vehicle, equipment, various hand and/or power tools, etc.Tasks involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling, and which involves the lifting, carrying, pushing and/or pulling of objects and materials of moderately heavy weight and occasionally of heavy objects and materials.
  • Lifting, carrying, pulling, moving, and manipulating over 40 pounds with proper mechanics and equipment
  • Sufficient manual dexterity to allow the use of power tools, a keyboard, and writing
  • Sufficient visual acuity to read and comprehend departmental reports and documents.
  • Acceptable hearing (with or without hearing aid).
  • Ability to communicate both orally and in writing.
  • Ability to operate motor vehicles and required equipment

  • Works indoors.
  • Works outside in various weather conditions with: noise, dust, fumes; gases; chemicals; grease or oils; electrical energy; slippery surfaces; uneven surfaces; in or with moving objects, odors.

  • Inclement weather conditions.
