Pay Range: $86,611 – $97,908 annually

** Sign-On Incentive of $5,000**

A Professional Engineer – Stormwater Floodplain Management job is available with the City of Fort Worth Transportation & Public Works Department Stormwater Floodplain Management Division. We are seeking someone who understands not only the technical side of hydrology and hydraulics but also has the ability to interpret and apply these concepts to proposed projects to ensure that new developments do not increase the risk of flooding to adjacent properties or infrastructure. The Floodplain Management team also manages city­ wide programs including: The Community Rating System (CRS), the Cooperating Technical Partners (CTP), FEMA and Non-FEMA flood risk mapping, real time flood warning, and high-water warning systems. A Professional Engineer in this role would gain broad experience with evaluating, warning, and communicating flood risk across an array of urban, riverine, FEMA, and Non-FEMA flood conditions.

This Position qualifies for the following incentive which is separate from the base pay:

  • Sign-On Incentive of $5,000 ***50% paid after the completion of first pay period, 50% paid after the completion of 6 months of employment.***

Minimum Qualifications:

  • Bachelor's Degree or higher from an accredited college or university with major coursework in Civil Engineering or a related field. 
  • Four (4) years of increasingly responsible civil engineering experience with at least two (2) of those years in water resources and/or drainage planning. 
  • Professional Engineer in the State of Texas or if licensed in another state, your continued employment will be contingent upon obtaining registration as a Professional Engineer within the State of Texas within six (6) months of employment. 
  • Valid driver's license. 

Preferred Qualifications:

  • At least four (4) years of stormwater and/or floodplain related engineering experience in water and previous experience working with or in a Municipality or Government Agency. 
  • Proficiency with industry-standard hydrologic and hydraulic models for floodplain mapping, and their applications within the FEMA and municipal regulatory environment. 
  • At least two (2) years of experience in Hydrology & Hydraulics modeling for a variety of flood projects/studies including the preparing or reviewing reports such as FEMA map revision
  • Working knowledge of the National Flood Insurance Program and Community Rating System.

Professional Engineer - Stormwater Floodplain Management responsibilities include: 

  • Perform project management for floodplain mapping and warning, and reviews hydrologic and hydraulic analyses for the public and private developments in the City of Fort Worth and surrounding extra-territorial jurisdiction to ensure that the proposed projects conform to Federal Emergency Management Agency (FEMA) and City of Fort Worth standards.
  • Coordinating with City staff members and their consultant teams on preliminary planning, hydrologic and hydraulic models, construction plans, and floodplain map revisions. 
  • Development review assistance or attending pre-development conferences. 
  • Prepare flood risk awareness outreach products and the annual report for the City's participation in CRS, helping to identify and prioritize flood risk map updates. 
  • Project and contract management for CTP projects, urban or riverine flood risk mapping and mitigation planning, and other flood risk management needs. 
  • Coordination with the outside development community as well and internal City departments. 
  • Excellent Communications Skills with the unique ability to be able to transfer these concepts clearly and effectively both verbally and in writing between Federal & State agencies, the development community, Fort Worth residents, and internal City staff. 
  • Establish and maintain effective working relationships with governmental/private/public officials and employees, and the general public. 
  • Assistance for real time flood risk warning and high-water warning systems across the City.

Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking, repetitive motions, climbing and balancing.

Light Work – Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time.
