DEPUTY SUPERINTENDENT - DEPARTMENT OF PUBLIC WORKS

The City of Falls Church Department of Public Works is recruiting for a full-time Deputy Superintendent. The Deputy Superintendent supervises the work activities of City crews in maintenance and repair of City streets, sewers and administers street construction contract work performed by private contractors. They plan and organize work assignments, provides a source of technical guidance for other supervisors and equipment operators who oversee crews assigned to them. The Deputy Superintendent serves as shift commander during emergencies resulting from bad weather conditions or other causes and also performs considerable administrative work on a Division-wide basis. The Deputy Superintendent assumes Divisional responsibility in the absence of the Superintendent. Work is performed under general supervision of the Department of Public Works Superintendent

 Illustrative Examples of Work:

  • Oversees street repair and resurfacing work being performed by private companies which have contracts with the City;
  • Ensures compliance with plans, specifications, policies and regulations;
  • Plans and assigns work to City crews in the maintenance and repair of City rights-of-way and other property e.g., streets, curbs and gutters, sidewalks, medians, barriers, fences and bike trails;
  • Supervises daily operation of sewer maintenance crews and sewer cleaning equipment;
  • Reviews sewer system maps and makes corrections as necessary;
  • Inspects streets, rights-of-way and open channels to determine type and timing of maintenance or repairs, and insures that work repair schedules are met;
  • Inspects various jobs in progress and makes recommendations for changes in practices;
  • Coordinates operators, equipment and materials usage for all projects;
  • Inspects vehicles for street worthiness, serviceability and cleanliness;
  • Supervises alternate shift and all crews in absence of Superintendent and performs duties of Senior Crew Leader when required;
  • Investigates and responds to citizen complaints;
  • Investigates and makes recommendations on accident and liability claims involving sewers and street maintenance;
  • Prepares bills of materials, estimates and other written reports, verifies contractor invoices and reports;
  • Promotes on-the-job safety and training for employees;
  • Hires, trains, reviews, and evaluates employees' performance with Human Resources;
  • Serves as Acting DPW Superintendent as necessary; and
  • Performs related work as required.

 Essential Knowledge, Skills and Abilities:

 Thorough knowledge of streets and/or sewer systems and maintenance practices; thorough knowledge of asphalt and concrete operations and equipment used in placing such materials on the streets, and/or equipment used in sewer repair; good knowledge of the occupational hazards and safety precautions of the work; some knowledge of correct placement and usage of gradients and slopes; ability to prepare written reports; ability to calculate volumes, weights and costs; ability to supervise, inspect and evaluate work of others; ability to communicate clearly and effectively, both verbally and in writing; and the ability to work out-of-doors under adverse weather conditions.

Minimum and Additional Requirements:

Completion of high-school diploma or GED equivalent. A minimum of seven years’ experience as a manager/supervisor of streets, curbs, gutters, sidewalks, or other concrete structures; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Employee must possess a valid Class B Commercial Driver's License (CDL) issued by the state of their residence or the ability to obtain a CDL, within six months of initial employment. Must be willing and have the ability to work out-of-doors under adverse weather conditions.

Preferred Qualifications: Associates Degree with a concentration in construction management or equivalent. Four years of construction/maintenance experience, and five years of lead supervisory experience. The ability to operate heavy equipment in support of maintenance operations. Class A Commercial Driver’s License.
