Responsibilities

The Draper Program Finance organization is looking for a Program Finance Analyst 3 that will support our internal research and development projects, as well as, financial tracking for enterprise Capital projects. As today’s internal business partner to the science & technology and project management offices, this position is an opportunity to bring financial acumen, attention to detail, and dedicated support to the teams developing the technology and infrastructure for tomorrow.

Responsibilities:

The successful candidate will have an analytical approach, a customer focus, strong attention to detail, and will provide superior service to internal partners in engineering, project management office, and the Draper strategy office.

The responsibilities for this role include the following:

Program Performance Support and Reporting:

  • Partners with the Project Managers and Scheduler (when appropriate) to develop budget baselines and set the foundation for strong internal management to ensure tasks are completed on schedule and within assigned budgets.
  • Able to morph bridge concepts into executable structures from the proposal to support program set up and to initiate baseline development activities
  • Partners with Project Managers and Tech Leads in developing the cost baseline - the execution of budget/Performance Measurement Baseline (PMB), and supports updates/changes as required
  • Supports program cost and schedule performance and/or Earned Value Management, internal reporting for the program only (Project Management Reviews PMRs)
  • Partners in the development of the Work Breakdown Structure (WBS) / and ensures timely maintenance of the Project-Activity Structure (Charge Numbers)
  • Partners with CAMs on the timely completion of the Estimate at Complete (EAC) for the internal projects, time-phased estimate to complete updates, and internal metrics
  • Program Financial Planning and Reporting:
  • Provides the financial data inputs, analysis, and applicable variance narrative for Program Management Reviews (PMRs) and Quarterly Business Reviews (QBRs)
  • Supports the development of program communication/messaging of financial information in PMRs and QBRs
  • Supports the development of all required deliverables (as needed)
  • Supports ad hoc tasks, special projects, and internal and external audits as required

Qualifications

Required Qualifications:

  • 5 or more years of related experience; or 3 years of experience with a Master’s or Advanced Degree
  • Minimum of 3 years of experience with program financial controls with DoD programs
  • Prior experience with project reporting and analysis, of variances on labor, material, other direct costs compared to assigned budgets by fiscal period (staffing/headcount, cost & schedule performance)
  • Demonstrated knowledge of relevant federal acquisition regulations and standards (CAS/FAR/DFARS)
  • Proficient with Microsoft software, including strong MS Excel skills

  • Excellent analytical and problem-solving ability
  • Detail oriented with the ability to ensure tasks are completed on time and accurately
  • Ability to present complex information to all levels of management
  • An understanding of related accounting principles, useful life, depreciation schedules
  • Proficient in handling multiple projects simultaneously
  • Excellent verbal and written communication
  • Self-starter that is capable of working independently and in a team environment

  • Applicants selected for this position will be required to obtain and maintain a government security clearance at the SECRET level.
