The ARC Fresno Madera Counties is Hiring a Program Manager I Near Fresno, CA

 POSITION SUMMARY: 

To administer and monitor all aspects of the daily operation of the services and supports to build community engagement and to ensure that the goals and objectives for each client enrolled in the service are addressed through the delivery of quality services/case management. Uphold the company philosophy of the Basic Principles of a Collaborative Workplace and Shift Happens. 

OUTCOMES: 

Ensure all services and supports are delivered in a person-centered way. 

Ensure daily operation of the services and supports offered are run efficiently and effectively. 

Ensure the health and safety of all staff and individuals served and supported, 

Ensure individuals we serve, and support continue to increase their skills and opportunities to contribute to their community. 

Ensure all staff and individuals served are supported in a positive manner and environment. 

Ensure that everyone is treated with respect and courtesy. 

Ensure all opportunities for community engagement and volunteering (or part-time employment) meet the needs and desires of the individuals served and supported. 

Ensure all assessments, benefits planning, and community supports are based on the person's choice and desires in a community of their choice. 

Ensure regular and ongoing communication with the staff to expand and increase volunteer opportunities for persons served. 

Ensure and follow the Arc's policies and procedures. 

AUTHORITIES: 

Program Manager is authorized to: 

1. Hire, train, coach, evaluate, discipline, and terminate program staff. 

2. Take appropriate action in emergencies and review with the immediate supervisor. 

3. Conduct weekly program meetings with key staff Pathfinder Staff 

DUTIES: 

Works as a part of the Arc Fresno leadership team 

Works with the Pathfinder to Employment – Competitive Integrated Employment Manager to ensure effective, efficient and flexible services to meet individual needs, based on their desired outcomes, which may change over time. The following table identifies who is responsible for what and what is potentially shared”

Responsible for fostering a person-centered approach to services and supports for all staff members, clients served and supported, and the community at large. 

Be an active participant in all mandatory pieces of training to ensure Arc Fresno’s meeting and exceeding any required State or Federal standards or requirements. 

Participates in formulating the annual budget with the Director of Finance and the Director of Community and Vocational Services and closely monitors monthly thru profit/loss reports. 

Responsible for interviewing, hiring, coaching, and terminating staff as needed with the approval of the Director of Community and Vocational Services. 

Responsible for the on-boarding and on-going training support of staff to ensure they are growing and developing the skills they need to be successful. 

Responsible for supporting and documenting staff performance issues and performs yearly performance evaluations of all staff. 

Responsible to ensure that services and supports are delivered, including the provision of direct service duties as needed to meet the needs of the client and/or programs and customer contracts.

Responsible for ensuring the upkeep and maintenance of all assigned facilities, equipment, and vehicles. Verifies that staff complete any required daily and weekly vehicle/equipment checks and those vehicles are taken in for preventative maintenance. 

Responsible for the purchase, use/implementation, maintenance, evaluation for replacement of program equipment, supplies, the curriculum for use by the staff to meet the client’s goals and objectives. 

Responsible for monitoring the assignment of program keys, supplies, petty cash, and curriculum (including technology). 

Ensure that all necessary documentation is sent to Accounting for proper billing to our funding sources in an accurate and timely manner. 

Ensures completion of quarterly facility checklist and emergency drills. 

Responsible to support the Program Coordinator and Senior Case Manager in maintaining our referral base. 

Submits all required administrative reports timely and efficiently. 

Supports Community Specialists to ensure that all case management services are administered according to agency standards. 

Responsible for ensuring and documenting that services and supports are delivered and documented appropriately by regularly visiting sites, including contract, job, or volunteer sites. 

Responsible for ensuring that any client who is working is paid accurately and timely including any client benefits such as sick time 

Attends a minimum of 1 client annual meeting monthly to ensure that the client plan is adequately implemented for successful outcomes. 

Responsible for maintaining positive communications regularly with all outside stakeholders, i.e. families, funding agencies, employers, volunteer sites, and care providers, etc. 

Plans, supervises, schedules, monthly safety meetings and general client meetings for feedback, input on service delivery system 

Ensures processing of client service logs daily. 

Responsible for assigning Community Specialist caseloads. 

Attends meetings, training, conferences, fundraisers, trade shows/mixers, or any other necessary functions to promote the agency's programs. 

SUPERVISORY RESPONSIBILITIES: 

May supervise clients with developmentally disabled. Supervises all program employees. Carries out supervisory responsibilities by the organization's policies and applicable laws. Responsibilities may include training, planning, assigning, and directing work; addressing complaints, and resolving problems. 

QUALIFICATIONS: 

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: 

Associate's Degree from an accredited college or university; and one to two years related experience; or equivalent combination of education and experience. Prefer individual with developmental disability experience. Position requires experience with computer software such as windows, word, and excel. 

LANGUAGE SKILLS: 

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. 

MATHEMATICAL SKILLS: 

Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent. 

REASONING ABILITY: 

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several variables. 

CERTIFICATES, LICENSES, REGISTRATIONS: 

Must possess valid California Drivers License, reliable transportation, auto insurance, good driving record and have current Standard First Aid and CPR certificates.
