Job Description Summary

Performs moderately complex (journey-level) to complex (journey-level) work administering the daily operations and activities of the Texas Water Development Board’s IT Application Development Department. Work involves establishing goals and objectives. Develops guidelines, procedures, policies, rules, and regulations. Develops schedules, priorities, and standards for achieving established goals. Coordinates and evaluates Application Development Department activities. Develops and evaluates budget requests and monitors budget expenditures. Plans, assigns, and supervises the work of others. Works under general supervision, with limited to moderate latitude for the use of initiative and independent judgment. Reports to the Manager of the Application Development Department.

Essential Job Functions

  • Assists in overseeing and managing project activities within the department, providing technical direction and guidance.
  • Assists the Application Development Manager to ensure that system development processes and procedures are developed and followed, including procedures for project management and software development lifecycle methods.
  • Ensures that all Information Technology division rules and requirements are followed, including rules for websites and the project delivery framework.
  • Interacts with customers at various levels and establishes exceptional customer service through rapid response to issues.
  • Assists the Application Development Manager in evaluating emerging software technologies, determining the selection of commercial off the shelf versus custom application software.
  • Assists the Application Development Manager in assuring that projects, applications, and resources are aligned with the agency’s business goals and objectives.
  • Assists the Application Development Manager in assuring that the agency is in compliance with applicable statutes, rules, and regulations.
  • Provides effective leadership and management of the Application Development Department.
  • Manages all project activities within the Application Development department, providing technical direction and guidance
  • Monitors and reports Application Development Department work activities.
  • Authorizes Application Development Department hiring, separations, disciplinary actions and employee performance rewards.
  • Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
  • Evaluates Application Development Department performance and recommends and leads improvements.
  • Supports Application Development Department administrative requirements related to organization, budget and personnel.
  • Assists the Application Development Manager in the authorization of department hiring, separations, disciplinary actions, and employee performance rewards.
  • Assists the Application Development Manager with the assigning of job duties.
  • Conducts performance evaluations, clarifies roles and responsibilities, and monitors performance against goals.
  • Evaluates Application Development Department performance and recommends and leads improvements.
  • Supports department administrative requirements related to organization, budget, and personnel.
  • Ensures the provision of quality customer service from the Application Development Department to both internal and external stakeholders.
  • Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
  • May be required to operate a state or personal vehicle for business purposes.
  • Performs other duties as assigned.
Qualifications


Minimum Qualifications

  • Graduation from an accredited four-year college or university with major course work in Computer Science, Information Science, Information Technology, Business Management, or a related field.
  • Professional experience:
    • Manager II - Two years experience managing or leading information technology projects, services, and staff.
    • Manager III - Five years experience managing or leading information technology projects, services, and staff.
  • Two or more years of experience in Business Analysis, Project Management, or Application Development.
  • Relevant experience may be substituted for education on a year-for-year basis.

Preferred Qualifications

  • Two years of progressively responsible information technology experience.
  • Previous experience in information technology with a State Agency.
  • Previous management experience with a State Agency.
  • Certified Project Management Professional (PMP) or Scrum Master.
  • Knowledge of Geographic Information Systems and ESRI software.

Knowledge, Skills, and Abilities (KSAs)

  • Knowledge of local, state, and federal laws and regulations relevant to Application Development Department.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of project planning and management, milestone definition, requirements definition, resource allocation and project reporting.
  • Knowledge of Microsoft Project for developing and maintaining project schedules.
  • Knowledge of developing, analyzing, and designing system requirements and processes.
  • Knowledge of the Software Development Life Cycle (SDLC).
  • Knowledge of relational databases.
  • Knowledge of Azure DevOps Services.
  • Knowledge of current versions of Microsoft SQL Server, including Database Management and Development tools and Reporting Services.
  • Knowledge of current versions of Microsoft Windows Server.
  • Skills in using Microsoft Office programs such as Word, Excel, and Access.
  • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
  • Skills in providing excellent customer service, both internally and externally.
  • Skills in leading meetings and facilitating collaboration with others.
  • Skills in decision making and problem solving.
  • Ability to adhere to work schedules.
  • Ability to follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.

  • Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
  • Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
  • Ability to train others.
