GENERAL DESCRIPTION
Performs complex (journey-level) human resources management work. Work involves administering one or more human resources management programs and ensuring compliance with state and federal laws and regulations. Programs may include recruitment and selection, compensation, classification, employee relations, benefits, workers’ compensation, or organizational development.
Works under general supervision, with moderate latitude for the use of initiative and independent judgment. May occasionally be required to work in excess of 40 hours per workweek and travel occasionally.
ESSENTIAL FUNCTIONS
Implements and administers human resources programs such as recruitment and selection, compensation, classification, employee relations, benefits, workers’ compensation, or organizational development.
Advises staff on issues, rules, policies, and regulations related to human resources management.
Coordinates the recruitment of applicants and makes recommendations for selection.
Completes human resources-related surveys and questionnaires.
Compiles and analyzes wage data.
Conducts audits of human resources activities to ensure compliance with policies and procedures.
Prepares and maintains various human resources correspondence and reports.
Provides advice and assistance on classification, compensation, recruitment, retention, benefits, leave provisions, employee relations, and salary administration matters.
Communicates and disseminates human resources policies and procedures.
Maintains and reviews human resource automated systems, files, and records, and analyzes human resources reports.
Assists in planning, developing, revising, and implementing human resources policies, procedures, and forms.
May participate in job fairs.
May train others.
Performs a variety of related duties not listed to be determined and assigned as needed.
Performs all duties in compliance with agency safety policies and procedures.
  • Reports safety hazards and corrects hazards when possible.
  • Completes required documentation in the event of an accident/injury within requested time frames.
Regularly attends work in a predictable manner, as scheduled and on an as-needed basis, in accordance with agency attendance and leave policies.
Qualifications
MINIMUM QUALIFICATIONS
Bachelor’s degree. One year of full-time wage earning human resources experience or general office experience that included human resources related functions.
Experience and Education Substitutions:
  • One year of appropriate experience may be substituted for one year of college (30 course hours) on a year for year basis.
  • Completed course hours of undergraduate study may be substituted for up to four years of experience on a basis of 30 course hours for one year of experience.
  • Completed course hours of graduate study may be substituted for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification can substitute for one year of experience.
  • Experience requirements may be satisfied by the prorated part-time equivalent.
Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.
