Position Overview: The Campus and District Diagnostics Specialist will support the development of operations related to diagnostics conducted with the Effective Schools Framework and Effective District Framework, including logistics for training, stakeholder communications, vendor support, and the facilitation and management of data systems to track and progress monitor program effectiveness. The Diagnostics Specialist will support the training for Education Service Center staff, identify training needs, discuss program effectiveness, and provide technical assistance.

The Diagnostic Specialist will support internal alignment of diagnostics content, language, and reporting and establish systems for collecting and analyzing data and providing feedback to inform continuous improvement. Additionally, this role includes a focus on quality assurance evaluations aligned to the program and department goals. The Specialist will role requires an ability to manage relationships and multiple parties effectively. The diagnostic process will be implemented through the following programmatic vehicles:

  • The Effective Schools Framework (ESF) is a framework designed to support campuses with planning and implementing effective systems; the ESF is implemented through the ESF Diagnostic, which provides campuses with an understanding of current state of key campus systems – e.g., culture, talent, curriculum and instruction to support identifying research-based practices to advance student outcomes
  • The Effective District Framework (EDF) is a framework designed to support districts with planning and implementing effective systems that lead to their envisioned student experience and ambitious student outcomes. The framework’s levers consist of systems such as Organizational Planning & Performance Management, Talent Systems, Culture & Student Support Experience, Academic Experience, Instructional Capacity Building, and Finance and Operations.
  • Texas Strategic Leadership (TSL) is the programmatic support to coach superintendents and their leadership teams through identifying, planning, and implementing systems and best practices to achieve their envisioned student experience and ambitious student outcomes. The TSL has a foundational landscape analysis support grounded in the EDF as well as a strong emphasis on data-driven strategic planning and performance management.

The District and Campus Diagnostics Specialists will report to the Director of Diagnostics Strategy and Development, closely partnering with the director and senior agency leadership to plan, implement, and evaluate the supports above. The Specialist will be responsible for quality assurance of diagnostics content and supports, rolling up and reporting out data and lessons learned to the Director of Diagnostics Strategy and Development and other senior leaders at the TEA.

The role will involve interactions and relationship-building with ESCs and external vendors. The role entails significant internal TEA and external stakeholder engagement to ensure content and supports provided incorporate our strongest content expertise and field feedback.

This role sits within TEA’s Division of District Strategic Leadership, which includes the District Leadership Supports Team and the District Strategic Advising Team which collectively support superintendents, districts, and campuses across Texas with strategic planning, performance management, and research-based best practices.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Operational Support of Diagnostics: Manages the logistical support of Education Service Center personnel throughout the training and implementation process of the Effective District Framework and Effective Schools Framework diagnostics, including managing registration, stakeholder communication, participant materials and training support
2. Internal Alignment: Collaborate with internal stakeholders to align Effective District Framework and Effective Schools Framework diagnostics components, language, and reporting with Effective District Framework, Effective Schools Framework, and other related programs and initiatives within TEA
3. Quality Assurance: Monitor quality of diagnostic process, reports, and training on an ongoing basis, support delivery of calibration sessions to ensure consistency and integrity of service across regions and providers in delivery of diagnostics, and conduct regular check-ins to ensure progress and continued support
4. Diagnostics Data Management: Support the development of systems to collect, analyze, and track data across the Effective District Framework and Effective Schools Framework Diagnostics, including collecting and analyzing data on diagnostic process and results
5. Performance Management and Continuous Improvement: Evaluate effectiveness of diagnostics process, content, supports, and reporting by conducting regular check-ins with ESCs to ensure progress, continued support, and improved content

Qualifications

Minimum Qualifications

  • Education: Graduation from an accredited four-year college or university
  • Experience: At least four (4) years of experience including 1) campus or district leadership position 2) building and/or conducting campus and/or district level diagnostics aligned to research-based best practices across multiple systems 3) establishing or using data and or project management systems

  • Keen eye toward building high quality content aligned to best practices, research, and adult learning principles
  • Highly organized with strong planning and strategic thinking skills; ability to balance the demands of multiple projects at different stages of development while maintaining quality and consistency across all work
  • Problem-solving orientation, with an ability to break down complex information into component parts, ask questions, synthesize, and analyze
  • Ability to build relationships and strong rapport with others, and an ability to manage relationships with senior district, ESC and internal agency stakeholders
  • Meticulous attention to detail with an ability to produce high quality work in a dynamic environment
  • Excellent written and oral communication skills
  • A desire to self-reflect, give/receive feedback and continuously improve
  • Prior experience with Texas schools and broad knowledge of Texas education preferred
