GENERAL DESCRIPTION: Performs routine (journey-level) technical and analytical work to verify accuracy, completeness, and validity of Incident-Based Reporting (IBR) Bureau Data. Identify, and report trends that are inconsistent within the Uniform Crime Reporting (UCR) system by examining computer summary reports, computer data files, and relaying trends and inconsistencies to IBR Bureau personnel for agency follow up, audits and trainings as needed. Work is performed with moderate supervision, with limited latitude in the use of initiative and independent judgement.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Monitor IBR systems and examine various reports to identify, document, and report unusual trends or significant changes in crime or patterns of errors in the reporting of crime data.

2. Develop guidelines and processes to monitor and maintain the health of the UCR repository/system and work with the vendor to understand and monitor outcomes of their quality assurance process.

3. Work with system vendors and relay new system values, offense codes, data types, and act as the point of contact for uploading new agencies to the UCR system.

4. Monitor data feeds for partner programs (i.e. FBI UCR data, Use of Force, and Texas-mandated reporting, LEEP access, etc.) and act as the point of contract in rectifying data quality issues that arise with the Department, agencies, and vendors.

5. Serve as the point of contact for UCR personnel to review and document errors/issues and their resolution; conduct replication testing; and, correspond with the vendor and/or FBI through resolution.

6. Work with the IBR Information Specialist to identify system needs and requirements based on quality findings throughout the life of the contract. Provide input to development of statements of work.

7. Conduct system Quality Assurance (QA) testing on newly implemented systems or data corrections for the UCR program, as well as partnering systems that will impact UCR data, process, and/or procedures.

8. Stay abreast of policies, laws and changes at a state and federal level impacting the UCR program. Ensure that the program/systems are compliant as changes occur.

9. Work with the IBR Auditor and IBR Training Supervisor by relaying errors and deficiencies that may require an audit or training be conducted by the agency.

10. Monitor UCR delinquency reports and data quality issues throughout the year and relay concerns and recommendations to the IBR Field Training Supervisor to conduct routine outreach to agencies.

11. Produce the monthly, quarterly, and yearly reports/publications, ensuring accuracy of data and clear messaging.

12. Assist in processing Texas Data Exchange (TDEx) expunction requests.

13. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

14. Perform other duties as assigned.

Qualifications


GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from High School Diploma/equivalent. Associates Degree in Criminal Justice or related preferred.

Experience – Minimum of three (3) years’ experience in collecting, processing, and reporting criminal justice or similar experience which includes demonstrated ability to review and analyze data for discrepancies.

Substitution Note: Additional education of the type described may be substituted for experience on a year-for-year basis.

Licensure and/or Certification – Driving is required, must possess a valid driver license from state of residence.

Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Travel and/or Schedule – Availability for after-hour and weekend work is required. May telecommute up to 5 days per week.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
