Terrestris, LLC is seeking to hire a Wargame Subject Matter Experts (SME’s) in Quantico Virginia to support Marine Corps University Wargaming Efforts. The candidates will be responsible for supporting the planning, development, preparation, setup, execution, facilitation, and AAR support provided to the MCU’s wargaming efforts across all schools. This spans a wide range of wargame support as each school’s requirements are different in scope, scale, and duration. Wargame SME’s shall provide education, training, planning, advising, research, and wargame facilitation services across multiple knowledge domains including wargaming, threat capabilities, joint warfighting, multimedia, and information technology services.

Duties:

  • The SME shall support government-led curriculum development, instruction, and maintenance services for FACDEV on Wargaming and Wargame Facilitation. Wargaming SME shall provide Wargaming subject matter expertise to support FACDEV. Services shall include product development, event coordination, class execution, and assessment. Content development and delivery may involve the creation of new material or the revision and updating of existing material. MCU Wargaming’s training covers all aspects of educational wargaming related to PME. Creation is the development of new instruction materials and may take up to one month to complete. The creation of new material may take up to one month to complete, and the revision of existing material may take up to two weeks to complete. Run a Certification Course in Wargame Facilitation (2 to 4 weeks of instruction, estimated at two times per year).
  • Run Participant Training in various Tabletop Wargames (specific games will vary per the MCU’s Wargaming Annual Plan). Wargaming SME shall support government-led curriculum development, instruction, and maintenance services for a Wargame Facilitation Certification Course. The Contractor shall provide Wargaming subject matter expertise to support content development and instruction. Services shall include product development, event coordination, class execution, and assessment. Content development and delivery may involve the creation of new material or the revision and updating of existing material. MCU Wargaming’s training covers all aspects of educational wargaming related to PME and Wargame Facilitation. Creation is the development of new instruction materials and may take up to two months to complete. Revision is the substantial reworking of existing materials and may take up to two weeks to complete. changes or adaptations for a specific training audience. The creation of new material may take up to one month to complete, and the revision of existing material may take up to two weeks to complete.
  • Run Participant Training in various Computer Wargames (specific wargames will vary per the MCU’s Wargaming Annual Plan). Wargaming SME shall provide training curriculum development and maintenance services for participant training in various Tabletop Wargames. Wargaming SME shall provide Wargaming subject matter expertise to support content development and instruction. Services shall include product development, event coordination, class execution, and assessment. Content development and delivery may involve the creation of new material or the revision and updating of existing material. MCU Wargaming’s portfolio of wargames includes but is not limited to the Marine Corps’ Operational Wargame System (OWS), Littoral Commander, and a variety of historical board wargames. Creation is the development of new instruction materials and may take up to one month to complete. Updating is the minor maintenance needed to reflect small changes or adaptations for a specific training audience. The creation of new material may take up to one month to complete, and the revision of existing material may take up to two weeks to complete.
  • Wargaming SME shall provide training curriculum development and maintenance services for participant training in various Computer Wargames. The Contractor shall provide Wargaming subject matter expertise to support content development and instruction. Services shall include product development, event coordination, class execution, and assessment. Content development and delivery may involve the creation of new material or the revision and updating of existing material. MCU Wargaming’s portfolio of computer wargames includes, but is not limited to the Command PE, Flashpoint Campaigns, Strategic Command, WarPlan, and a variety of other commercial computer wargames. Creation is the development of new instruction materials and may take up to one month to complete. Revision is the substantial reworking of existing materials and may take up to two weeks to complete. Revisions are due either to substantial changes in class content or the need for significant new wargaming content (such as the incorporation of a new game tool).

Requirements:

  • Wargaming SMEs shall possess the capability to provide expert instruction on wargaming theory, educational wargaming techniques, and on wargame facilitation. SMEs shall have the ability to both develop curriculum and instruct training-related tasks. In order to mentor Marines, Sailors, other service members, Interagency, and International Military Officers or create, revise, and update these materials, Wargaming SMEs require a foundational knowledge of wargaming concepts and associated skills.
  • The Wargaming SMEs possess this foundational knowledge and shall develop a training and orientation package, as needed, to achieve this outcome.
  • Wargaming SMEs shall possess the capability to participate in or conduct wargaming program assessments or assessment activities. Assessment scope and purpose vary greatly between assessment types.
  • The Wargaming SMEs possess this knowledge and shall develop a training and orientation package to achieve this outcome.
  • Wargaming SMEs shall possess significant first-hand experience in playing and facilitating a combination of traditional board wargames and computer wargames.
  • Strong communication and interpersonal skills, with at least fifteen (12) years’ experience communicating with military, civil service, senior leaders and highly technical Subject Matter Experts (SMEs)
  • Wargaming SMEs shall at a minimum possess a bachelor’s degree. A master’s degree in Strategic Studies, Military Studies, National Security, International Relations, or other related fields is preferred.
  • A military background that includes resident or non-resident PME courses at an Intermediate Level School (ILS) (Command & Staff College (CSC) equivalent) is preferred but not required.
