ABOUT THE JOB

The Tepa Companies are seeking a Vice President of National Civil Operations to oversee and assist construction units with the estimation of construction opportunities and ensuring all self-perform civil projects are executed in a manner that exemplifies Tepa's mission and core values.

Job responsibilities include:

  • Assist regions with setting up and maintaining self-perform civil operations.
  • Assist and support regional self-perform managers and Executive Vice Presidents in selecting, hiring, and managing self-perform staff.
  • Assist and support regional self-perform managers in working with Human Resources and Recruiting groups to maintain company hiring and disciplinary policies.
  • Mentor employees and summer interns.
  • Assist self-perform groups in all estimating, bidding, establishing, and running project budgets.
  • Assist Executive Vice Presidents, Project Managers, and Business Development Managers with project and subcontractor screening and selection.
  • Assist and advise in major equipment purchases, leases, rentals, and setup.
  • Assist in reviewing and making recommendations for cost saving measures on design build projects.
  • Advise and make recommendations to Division Presidents regarding sustainability of current and viability of future self-perform groups.
  • Regarding new estimates (for self-perform groups and as requested by Executive Vice Presidents):
    • Review project documents.
    • Advise on issues or concerns with constructability of design.
    • Identify required sub-contractors and vendors.
    • Attend pre-bid, pre-proposal, and site visit meetings as needed.
    • Assist in pre-qualifying new sub-contractors.
    • Perform estimate take-offs from specifications and plans.
    • Create construction budget for negotiated and conceptual projects.
    • Formulate questions and RFIs for submittal to project owner prior to proposal submission.
    • Prepare bid packages for distribution to potential subcontractors and vendors.
    • Determine or assist in the determination of the pre-proposal project schedule.
    • Review subcontractor and vendor quotes for completeness and RFP/IFB compliance.
    • Assist with reviewing, editing, and finalizing of proposal material to ensure the submittal is consistent with company strategy, themes, as well as government RFP's, RFQ's, and proposal requirements.
    • Assist in quote clarifications/inclusions/exclusions/exceptions as allowable.

WHAT WE'RE LOOKING FOR

  • Degree in construction management or related field (highly desired).
  • 15 years' experience developing civil cost estimates, proposals, and bids.
  • 5 years direct experience in progressively responsible positions with a strong emphasis on self-perform and operations.
  • Previous Tepa management experience.
  • Previous experience in a construction management organization.
  • Experience in federal estimating and project management.
  • Skilled in reading and interpreting plans and specifications.
  • Ability to develop budgets from design-build and bid-build scopes of work.
  • Strong knowledge of construction codes.
  • Proficient with Planswift and Bid2Win programs
  • Able to work in a high volume, fast paced environment.
  • Flexibility and capability to work multiple projects with tight deadlines.
  • Ability to design and format proposal documents and related materials.
  • Ability to write and edit proposals for readability, consistency, and appropriate tone.
  • Ability to meet proposal deadlines by establishing and enforcing pricing proposal schedules.
  • Must be able to obtain an access badge on all applicable military installations.
