Job Description:

Position Title: Senior Project Manager - Oregon State Public Health Laboratory (OSPHL)

Employer: Office of Information Services (OIS), Oregon Health Authority (OHA), Department of Human Services (DHS)

Location: Oregon, United States (Remote Work Possible)

Overview:

The Office of Information Services (OIS) serves as a shared service provider for the Oregon Health Authority (OHA) and Department of Human Services (DHS), delivering vital technology systems and services to over 18,000 agency staff across the state. OIS supports various critical functions, including client service program eligibility determination, healthcare assistance, public health initiatives, and more.

Responsibilities:

As a Senior Project Manager, you will play a pivotal role in supporting the Oregon State Public Health Laboratory (OSPHL) in implementing a new Laboratory Information Management System (LIMS) and overseeing smaller IT projects within the Laboratory. Your duties will include:

  • Managing multiple complex project schedules, ensuring adherence to timelines and critical milestones.
  • Facilitating stage gate review meetings with internal OSPHL teams and stakeholders.
  • Identifying and escalating key risks and issues affecting project delivery.
  • Advocating for OSPHL resources allocation and coordinating with managers to support project tasks.
  • Providing timely responses to inquiries from the public health director's office or CDC regarding Laboratory Data Modernization initiatives.
  • Assisting in the preparation of funding applications to support project initiatives.
  • Collaborating with OIS SDD team for seamless integration and support.
  • Leading organizational change efforts for the LIMS Replacement Project and coordinating User Acceptance testing.
  • Generating biweekly project status reports and resource capacity assessments for OSPHL management.
  • Collaborating with laboratory management to update project plans and deliverables.

Required Skills and Experience:

  • Proficiency in Office 365 and Tableau.
  • Prior experience in state government projects.
  • Strong project management skills with PMP certification preferred.
  • Excellent communication skills with the ability to work effectively in a remote environment.
  • Familiarity with PMI Project Management Body of Knowledge (PMBOK) methodologies.

Preferred Qualifications:

  • Experience in Organization Change Management within laboratory or clinical care settings.
  • Previous project management experience in laboratory or clinical care environments.

Covendis Rate Card Description:

The selected candidate will be classified as a Project/Program Manager IV, indicating mastery of project management skills and the ability to function autonomously on complex, high-priority projects. The rate for this position ranges from $40.50 to $113.00 per hour.

Interview Process:

Interviews will be conducted via MS Teams, scheduled in Pacific Standard Time.

Telecommuting and Work Arrangements:

Telecommuting may be permitted, subject to agreement between the Agency Authorized Representative and the selected candidate. Telecommuting arrangements will be re-evaluated regularly. The candidate must have their own equipment and be available during normal working hours.

Work Schedule:

Typical work hours are Monday to Friday, 8 AM - 5 PM Pacific Standard Time.
