Contractor for Final Evaluation of WIN Program
Reports to: Women in Business (WIN) – Program Director
Location: Mozambique, but work can be conducted remotely
Language: Fluent English. Portuguese is an advantage but not necessary
Period: March – May 2023, estimated total LOE of 30 days over the period

TechnoServe and WIN
TechnoServe is a US-based non-profit organization which works with enterprising people in the developing world to build competitive farms, businesses, and industries. TechnoServe has been operating in Mozambique for 25 years and is well known for its work in developing inclusive agricultural value chains such as cashew nut, poultry and soy, as well as working with urban
entrepreneurs, especially women.
Women IN Business (WIN) is a program launched by TechnoServe and the Embassy of Sweden in 2018. WIN seeks to help women in Mozambique to become more economically empowered by developing high-potential growth sectors where women can benefit. WIN works with carefully selected partners who can positively influence the lives of women and women entrepreneurs through their roles in the private sector. The program is applying a market systems development (MSD) approach, addressing system-level constraints for gender-transformative impact on the lives of women.
WIN provides time-bound, technical support to partner organizations to develop new ways of working that improve the partner business and the lives of low-income women. Partners also contribute their own resources into shared initiatives, sending a clear signal of their intent to sustain improved ways of working well into the future.
Background
The WIN program is in its final months of implementation phase, which began in February 2019 and continues until June 2023. The program originally finished January 2023 but was awarded a no cost extension from February – June 2023. All active partnerships will be terminating 31 st March 2023 - to date WIN has 36 completed or live partnerships. WIN has a total implementation budget of SEK 56.5 million, over 4.5 years, including team costs and technical assistance facility.
Proposed Activities
The Contractor will be expected to conduct the following activities, all of which can be conducted remotely:
1. Review of program documents.
2. Discussions with program donor, WIN program staff and discussions with partners.
3. Written report reviewing WIN approach and activities.
Deliverables and Timeline
The Contractor will start work earliest in the beginning of March, for an estimated total LOE of 30 days. The Contractor is expected to submit the following deliverables:
● Inception report detailing the evaluator’s intended approach, including:
○ Scope of the evaluation
○ Evaluation questions and entry points for analysis
○ Proposed approach and methodology
○ Preliminary findings and key observations
This inception report should be presented by the evaluator and discussed / commented with WIN team and Embassy – presented one week after signing of contract
● Draft report of c. 15-20 pages or slide presentation of equivalent length – by 15 April 2023 – for WIN and Embassy comment
● Final report of c. 15-20 pages or slide presentation of equivalent length – by 30 April 2023
The contractor will work closely with the WIN team and regular meetings will be scheduled with the aim of clarifying questions of both parties and doing a follow-up of the work in development.
