I. Background and Project Purpose
TechnoServe Mozambique is implementing the Mangwana program funded by the Embassy for the Kingdom of the Netherlands (EKN) to support The Embassy’s EUR 30 million investment in the Beira Corridor.
TechnoServe is leading a consortium of local and international partners (Agencia de Desenvolvimento Economico de Manica, Zambezi Valley Development and Resilience BV) that will collaborate to strengthen food systems, food and nutrition security in the Beira Corridor. Mangwana, meaning ‘tomorrow’ in the local languages spoken in the Beira Corridors, is a four-year programme that will transform the agricultural sector in the two provinces in the Beira Corridor. Our vision of the programme is to steer a better tomorrow by improving local farming systems which will produce nutritious food for the people of the Beira Corridor, especially women and children. We are investing in the future by supporting farmers to adopt better practices that will improve their food security, incomes and the environment (soil, water and climate). Mangwana will benefit over 227,000 people and contribute significantly to the goals in the Government of the Kingdom of the Netherlands’ Food Security and Nutrition Policy and Framework and our own goals for local food systems transformation.
As the program is in the inception phase, the program team is making plans on how to operationalize the activities for the next four years. With the ongoing conflict in northern Mozambique shifting further south, and the previous conflict in and around the Beira Corridor, the program's implementation area must take into account the influx of internally displaced persons (IDPs) within our intervention zone, the uncertainty's impact on local populations, the risk of youth recruitment into the insurgency, ongoing effects from previous conflicts and the evolving business environment for entrepreneurs.
A conflict sensitivity analysis is a deliverable of the inception phase. This analysis is essential for ensuring the project avoids unintentionally worsening existing conflicts or inciting new ones while optimizing its potential for positive contributions to conflict prevention and resolution.

II. Study objective

The primary goal of conducting a conflict sensitivity analysis is to discern and comprehend the overall and local dynamics, root causes, and drivers of ongoing conflicts within the project area. This assessment will enable the program to adapt its strategies and activities, minimizing negative consequences and enhancing positive contributions towards peace and stability.

This assignment aims to equip the program with a better understanding of context dynamics and conflict sensitivity in the different northern Mozambican communities, encompassing conflict drivers, key stakeholders, conflict dynamics, and peace-promoting factors. With this knowledge, our objective is to ensure the project minimizes unintended adverse effects and maximizes all positive impacts.

The market study is expected to be completed within a period of 08 weeks, starting from 27th of October up to 22nd of December 2023. Throughout this 08-week process, TechnoServe and the consultant will maintain regular meetings to track progress, to ensure the information collected and synthesized is aligned with the Program objectives. The following deliverables are expected from the consultancy:
a) Inception report (English language) outlining the methodology and approach, work plan, survey tools, based on desk review and discussions with team, including timeline for the assessment. Due by the 03rd of November.
b) Draft Conflict Sensitivity Assessment report (in the form of a comprehensive Word document). Due by the 24th of November.
c) Final Conflict Sensitivity Assessment report, including a matrix of risks and action plan for how to incorporate the findings into the project cycle (in the form of a comprehensive Word document with additional tools and documents as guidelines). Due by the 15th of December.
d) PowerPoint presentation (~ 50 slides), including a presentation of findings and recommendations to stakeholders. Due by the 22nd of December.
