The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is the state agency that focuses solely on policies, programs, and services for people with mental health challenges, substance use disorders, intellectual and developmental disabilities, or any combination of these. As Georgia’s public safety net, DBHDD operates six field offices and five hospitals throughout the state within three program areas: behavioral health, developmental disabilities and hospital services.

 

The main office for DBHDD is located in downtown Atlanta.

Job Description

 

Job Title: Contracts Administrator

 

Pay Grade: K

Job Summary:

 

Under limited supervision, the Contract Administrator develops and executes initial contracts, amendments, and renewals. They ensure compliance with organizational policies, Federal and State legal requirements, and industry standards. They conduct quality assurance checks to verify the accuracy and completeness of contract documentation, mitigating risks associated with errors or omissions.

 

Job Responsibilities

1.Develop initial contracts, amendments and renewals ensuring contract deliverables are complete based on the services, goods and commodities being purchased.

2.Ensure appropriate contract language and applicable documents are included based on specified guidelines.

3.Oversee the execution of contracts, ensuring that all required signatures and approvals are obtained in a timely manner.

4.Communicate with internal and external stakeholders to facilitate the execution process and address any concerns or discrepancies that may arise.

5.Responsible for completing post-contract execution tasks including uploading finalized contracts and associated documentation into applicable databases or document management systems for record-keeping and future reference.

6.Collaborate with budget managers, programmatic officers, legal teams, and other stakeholders involved in the contract process.

7.Communicate effectively to gather necessary information, address inquiries, and provide updates on contract status and progress.

8.Receive monthly income expenditure reports and process contract payments

 

Minimum Qualifications:

Bachelor's degree from an accredited college or university AND Two years of contracting-related experience OR Six years of contracting-related experience OR Two years of experience required at the lower-level Contracts Administrator 2 (LEP031) or equivalent position.

 

Preferred Qualifications:

Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below. 

·2-3 years procurement and /or contracting experience in the public sector or large diverse private organization

·PeopleSoft Financials software experience

·Georgia Certified Purchasing Associate

·Georgia Certified Purchasing Manager

 

Required Knowledge, Skills and Abilities:

·Strong oral and written communication and presentation skills

·Intermediate level proficiency in Microsoft Word, Excel and PowerPoint

·Detail and multi-task oriented

·Ability to work cooperatively and persuasively with internal and external stakeholders

·Experience developing contracts and performing supplier maintenance activities
