About the Team: The TCC Paths to QUALITY (PTQ) rater team is a dedicated group of professionals committed to ensuring the highest standards of quality in early childhood education (ECE). Comprised of experienced individuals with backgrounds in Early Childhood Education, Child Development, and related fields, the team collaborates to conduct rating visits for programs participating in PTQ, Indiana’s quality rating and improvement system for early education programs. Armed with strong observational and analytical skills, the team members engage in on-site visits to ensure that programs are meeting the PTQ standards. This dynamic team plays a crucial role in fostering a positive and supportive environment for childcare providers, ultimately contributing to the overall well-being and development of young children across Indiana.

About the role: We are seeking a dedicated and experienced early childhood care and education professional to join our PTQ rater team. This role will be responsible for evaluating and assessing childcare programs in the southeastern region of the state to ensure compliance with the PTQ standards. This role requires a deep understanding of early childhood education, a keen eye for detail, and strong communication skills. These assessments will be in accordance with Indiana’s Office of Early Childhood and Out of School Learning (OECOSL) and PTQ protocols and in accordance with applicable State and Federal laws.

Essential Functions:

  • Conduct comprehensive assessments of childcare programs to ensure compliance with PTQ standards.
  • Observe and interact with children, staff, and facilities to assess the quality of care and educational programs.
  • Reside in the southeastern portion Indiana, with reliable personal transportation and the ability to travel throughout the region.
  • Collaborate with relevant authorities and agencies to stay informed about changes in regulations and standards.
  • Obtain and maintain CLASS certification.
  • Utilize the Tablet PC and Wireless Web forms tool to accurately complete programs’ rating visits.
  • Adhere to all policies and procedures in both the OECOSL PTQ Manual and the TCC PTQ Raters Manual
  • Adhere to contractual and procedural obligations set forth by the State of Indiana; including but not limited to:
  • Have an individual ongoing professional development plan that includes goals and progress towards goal completion.
  • Complete a minimum of twelve hours of Professional Development annually.
  • Complete at least 95% of PTQ assessments within thirty calendar days of the date the assessment request is received.
  • Report the rating assessment to OECOSL in the state’s data system within one business day of a completed PTQ assessment.
  • Contact programs within 48 hours of rating request.
  • Ensure 90% inter-rater reliability for PTQ rating results.
  • Offer Customer Satisfaction Surveys following each assessment.
  • Ensure that 95% of all early childhood program PTQ level decisions by rater are not appealed and overturned.
  • Ensure rating reports are complete and accurate.
  • Participate in monthly PTQ staff and stakeholder meetings as scheduled.
  • Provide feedback to community stakeholders regarding PTQ standards compliance.
  • Assist in all areas of PTQ implementation as needed.

Required Education, Experience and Skills

  • Bachelor’s degree in Early Child Development, Early Childhood Education, Elementary Education, or related field.
  • Minimum of two (2) years’ experience working in a childcare setting, a Childcare Resource and Referral agency, an agency providing family support services, a social work environment, or other related field
  • Classroom Assessment Scoring System (CLASS) certification in PreK and Toddler levels (may be obtained after hire)
  • Working knowledge of the PTQ standards for Licensed Early Childhood Centers, Licensed Early Childhood Homes, Legally Licensed Exempt Programs in Public Schools, and Unlicensed Early Childhood Ministries and of early childhood embedded practices.
  • Strong observational and analytical skills.
  • Excellent written and verbal communication skills.
  • Ability to provide constructive feedback and support for continuous improvement.
  • Detail-oriented with a focus on accuracy and thoroughness.
  • Proficient in using assessment tools and technology.
  • Ability to work independently and collaboratively as part of a team.
  • Strong organizational and time-management skills.

Preferred Experience and Skills

  • Three (3) or more years of experience as an early childhood teacher
  • One (1) or more years of experience as a supervisor/director/owner of an early childhood program
  • Fluent in English and Spanish

Travel
Frequent travel is expected for this position. A personal reliable form of transportation is required along with a valid driver’s license and proper state required auto insurance.

Supervisory Responsibility

This position has no supervisory responsibility.

Work Environment
This is a remote position. Some flexibility in hours is allowed, but the employee must be available during the “core” work hours of 8:00 a.m. to 5:00p.m. EST and must work 40 hours each week to maintain full-time status. Occasional evening and weekend work may be required as job duties demand.

Work Authorization/Security Clearance
In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire. Background checks include criminal (triennial), civil, employment, education, child protective index (annual), sex offender registry (annual), fingerprints (triennial), and TB testing (biennial). Drug screening in compliance with drug free workplace standards.
