Description

Responsibilities:

· Assists the Operations Manager in ensuring the airport’s compliance with FAA and DHS regulations, including 14 CFR Part 139 Certification of Airports and 49 CFR Part 1542 Airport Security as well as 14 CFR Part 150 (Noise) and 14 CFR Part 77 (Navigable Airspace).

· Plans, assigns, and reviews the work of subordinate airport operations personnel engaged in the day-to-day operations of the airport, security, safety, and other activities related to the welfare of passengers, tenants, and the public.

· Directs and participates in inspection of runways, taxiways, roadways, terminal buildings, and associated areas to ensure compliance with FAA/TSA regulations and all other federal, state, and local regulations pertaining to airport operations.

· Reviews reports of conditions affecting passengers and aircraft and recommends maintenance and custodial corrective action. Assigns priority to activities based on safety and security requirements. Coordinates and follows-up on work requested to ensure that completed work conforms to airport standards.

· Confers with airline and airport tenants to ensure adequacy and efficiency of airport operations. Coordinates and expedites construction and maintenance work with tenants to minimize inconvenience to users of airport facilities. Issues notices to airline officials and other tenants regarding use of facilities. Meets with tenants to resolve problems concerning the use, maintenance, and operations of facilities.

· Responds to emergency situations occurring at the airport. Participates in the evaluation and determination of action in response to airport emergencies.

· Prepares periodic reports of work completed and statistical information, operational procedures and regulations, and other reports as required.

· Ensures training and development of staff.

· Acts as a liaison between the Airport and the airlines, FAA Air Traffic Control Tower, and the public with regard noise related activities.

· Ensures commercial ground transportation operations comply with federal, state, and local ground transportation laws, ordinances and/or regulations as well as airport regulations and policies.

· Coordinates with other airport departments regarding landside and ground transportation activities, including impacts from construction activities and special events.

· Acts as a liaison between the Airport and the airport tenants, commercial ground transportation operators, and the public.

· Acts as liaison between the Airport, airlines, and Federal Inspection Services (FIS).

· Perform other related assignments and tasks as required and directed.

Requirements

Skills & Qualifications:

Required

· The principles, practices, procedures, and techniques of airport operations and management.

· Knowledge of operations and maintenance of a small hub international airport.

· Knowledge of federal, state, and local laws and regulations applicable to airports and airport operations, especially those of the Federal Aviation Administration and the Transportation Security Administration.

· Principles, theories, and methods of operational analysis applicable to evaluating provision of services and utilization of facilities at a small hub international airport.

· Current developments in the field of airport operations management.

· Supervisory methods and techniques.

· Federal laws and regulations regarding ground transportation.

· Principles and practices of airport noise management and abatement.

· Have sufficient experience in Microsoft Office 365 to create documents and spreadsheets.

Preferred

· Completion of a bachelor's degree program at an accredited college or university, with major course work in aviation management, transportation management, business administration or related field.

· Three (3) years of experience at a full performance level in airport operations or administration for a hub airport system serving scheduled air carriers.

· Two (2) years of supervisory experience either supervising and monitoring airfield, landside, or terminal operational activities at a small hub airport.

· Any equivalent combination of education and experience determined to be acceptable by TBI AM, which has included both the education and the specific experience requirements described above.

Ability to:

· Effectively plan and direct the activities of an operational staff.

· Be available on a 24/7 basis in the event of any operational issue or emergency.

· Prepare and present clear and concise oral and written reports.

· Evaluate, revise, and/or develop operational plans and procedures.

· Discipline operational staff when warranted.

· Establish and maintain effective working relationships with co-workers, airlines, federal agencies, and the public.

Physical & Medical Requirements:

· Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

· Participate in a drug free workplace.

Licenses and/or Certificates:

· Valid New Jersey Driver’s License or acquisition within 30 days of hire.

· Must have or be able to acquire within two (2) years of hire the Airports Council International – North America, U.S. Airport Professional (USAP) Designation OR the American Association of Airport Executives, Certified Member (C.M.) Designation.
