The client is looking for a Business Analyst/Consultant IV to provide business analysis support to top priority initiatives and enterprise-wide projects.
Will close to submissions on 3/26 at 4:00PM CST.
Top Skills & Years of Experience:
- 8 or more years of experience in the Business Analysis field
- Experience with business process reengineering and identifying new applications or technology that address business problems to make business more effective.
- Experience creating process workflows
- Exceptional communication skills (written/verbal) with team members and executives
- High emotional intelligence
- Familiar with change management processes
- Familiar with industry standards, current and emerging technologies, and business process mapping, and re-engineering.

Onsite or Remote? Candidates must be CURRENT WI residents. No relocation allowed. This position will work a hybrid schedule, with a possibility to work remotely up to 5 days per week. DHS has multiple locations; candidates can work onsite at any DHS location.
This position will assist and partner with project leadership to identify and prioritize opportunities that achieve the goals set for the enterprise. Ideal candidates follow standard business analysis industry practices, rely on experience and judgment to plan and accomplish goals, and can independently perform a variety of complicated tasks. A wide degree of creativity and latitude is expected.
The Business Analyst must have excellent communication skills and a high degree of emotional intelligence (EQ) in order to effectively work with a broad spectrum of business and IT leaders and subject matter experts throughout the enterprise.
Candidates considered will have experience in the following areas:
Review, analysis, and evaluation of business systems and user needs.
Understanding, representing, and documenting business areas/units and their needs.
Business process mapping, and reengineering, and identifying new applications of technology to business problems to make business more effective.
Process flow development.
Developing business requirements.
Documenting current and future states.
Identifying gaps and deficiencies.
Creating business and technical documentation, and user guides.
Preparing solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
Facilitating business and technical group discussions.
Communicating with technical and non-technical audience (presentations, briefings, broadcasting, etc.).
Experience collaborating with people of diverse background.
Familiar with industry standards and current and emerging technologies.
Familiar with adaptative methodologies.
POSITION SUMMARY:
Under the supervision of the Project Management Office (PMO) Manager, this position provides business analysis support to top priority initiatives and enterprise-wide projects. This includes, but is not limited to, facilitating requirements sessions, documenting business needs and business processes, analyzing business processes, and applying and implementing both technology and non-technology focused solutions to business problems.
In addition, this position partners with our Lead Business Analsyt and the Project Management Office Leadership as we develop business analysis standards, best practices, collaboration, education, and business analysis maturity.
WORK DUTY:
A. Business Analysis Support:
  • Elicit business needs from the various DHS program areas to develop solutions to business problems.
  • Lead requirement gathering for large initiatives of high complexity.
  • Act as a liaison among technical and business stakeholders to elicit, analyze, communicate, and validate requirements for changes to information systems, business processes, and policies, as applicable.
  • Collaborate with both the Information Technology (IT) project teams and business clients, to translate business requirements into design documentation, from which applications and other non-technical solutions are developed.
  • Lead requirements gatherings/meetings with PMO customers to gather requirements for solutions, identify impacted business processes and determine best process and IT Solution integration where appropriate.
  • Conduct needs assessments within business areas to identify deficiencies, streamlining, and process improvement opportunities. Conduct fit/gap analyses.
  • Analyze alternative methods of meeting business needs to determine the most feasible costeffective solutions.
  • Collect, interpret, and present data using statistical analysis and other applicable modeling techniques using automated database analysis mechanisms, including SQL, for data gathering and research purposes.
  • Document current and alternative business processes, define workflows, functional and system specifications, and business process re-engineering artifacts.
  • Coordinate and lead process reviews between business users and application development staff to ensure a full understanding by all parties of business requirements and proposed designs.
  • Incorporate information security policies, principles, and practices in solutions.
  • Assist PMO customers in translating their security considerations into requirements.
B. Project Management Support:
  • Work closely with project managers, providing them with business analyst input and support necessary to successfully complete project planning tasks.
  • Where appropriate, function in the capacity of a subject matter expert on projects and provide support to the project manager in this role throughout the duration of the project.
  • Support project managers with change control and configuration management activities as needed during the execution phase of projects.
  • Help with effort estimates on proposed projects.
  • Where necessary and within the confines of a project, provide testing support and assistance to the Bureau of Information Technology Services (BITS) testers.
  • Gather information and materials as requested for inclusion in presentations made to management and on occasion function in the capacity of a presenter.
  • Prepare presentations, training materials and documentation as needed for end user support and to facilitate knowledge transfer to workforce members impacted by projects.
C. Project Management Office (PMO) Support:
  • Assist with standardization of business analyst methodology and artifacts.
  • Assist with PMO metrics generation and reporting.
  • Assist with PMO efforts for monitoring and reporting on various project portfolios.
  • Perform other functions needed to ensure success of projects being managed by the PMO.
Pay range: $38 to $43 per hour on W2.
