This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
1. Provide operational oversight of the training center (TC) including annual and individual class scheduling, instruction, hiring staff and managing budget expenditures. Work with TCC health services programs and external partners to cooperatively foster teamwork and positive learning environment.
2. Instructor of record: manage logistics of a conducting Session training. - Ensure all components of preparing for and conducting a Session are completed (see the document “How to Conduct a Basic Training Session”). Ensure all didactic and clinical components requirements are accomplished.
3. Develop the class schedule for each Session.
3.1 Ensure class schedules are finalized and distributed timely including but not limited to: lecture, skills practice, and clinic. Account for hours per Basic Training Curriculum.
3.2 Arrange the clinical rotations including coordination with but not limited to family practice, specialty clinics, pharmacy, laboratory, etc.
3.3 Coordinate the assignment of classes and clinical sections to TC instructors.
3.4 Ensure the peer evaluations of TC instructors and guest lecturers.
3.5 Develop, implement and maintain a high fidelity simulation training lab.
3.6 Develop a distance delivery strategy for training CHA/P: session, CE, annual compliance.
4. Coordinate guest instructors:
4.1. Coordinate with internal and external partners to improve educational experience including guest instructors for appropriate classes.
4.2. Ensure orientation of guest instructors to the curriculum learning objective, lesson plans, and community health aide manual.
4.3. Schedule the evaluation of new guest instructors by a TC instructor.
5. Ensure community health aide (CHA) curriculum objectives are attained through continuous quality improvement:
5.1. Maintain the TC in accordance with the academic review committee (ARC) guidelines and review and approval committee (RAC) Standards.
5.2. Coordinate the continuous revision/improvement of lesson plans by TC instructors to ensure they meet basic training curriculum guidelines.
5.3. Manage students’ patient encounter distribution per RAC requirements.
5.4. Continuous evaluation of clinical training sites.
5.5. Lead discussions of QA issues at weekly staff meetings and post-session evaluation meetings at the end of each Session to identify problems and solutions and instigate improvements in the program.
5.6. Write a post-session evaluation report after each Session.
5.7. Ensure quarterly activity report for the program is completed.
5.8. Draft and periodic revision of TC policies and procedures and evaluation forms.
5.9. Review changes in CHA program and services, technologies and policies. Ensure training for CHA staff is delivered utilizing appropriate methods, adult learning concepts and facilitation skills; assures that training systems are results-oriented.
6. Coordinate evaluation processes of a Session:
6.1. Delegate the duties of TC Test master (draft and revision of the weekly tests).
6.2. Prepare and coordinate practical testing.
6.3. Coordinate the weekly evaluation, the final evaluation, and the determination of the post session learning needs for each student.
6.4. Coordinate the evaluation of classes and instructors by the students.
6.5. Ensure student evaluations of trainers, guest instructor, and TC Medical Director are reviewed prior to filing.
6.6. Ensure peer evaluations of TC instructors to the TC Medical Director prior to filing.
6.7. Consult with field supervision staff including referral physician (as appropriate) to address individual CHA/P learning style/needs.
7. Complete and submit required reports:
7.1. The RAC Basic Training Patient Encounter Reporting Form, completed at the end of each Session and Annual Self-Evaluation Checklist, with accompanying narrative descriptions and support documents.
7.2. Draft TC quarterly activity report.
8. Ensure completed file for each Session, to include the class schedule, RAC reporting forms, and evaluations.
9. Ensure academic files are maintained for students as required per ARC.
10. Ensure safe, clean, functional TC facility:
10.1 Schedule an annual facility inspection and take the necessary action to correct the recommendations.
10.2 Manage ordering and maintenance of the classroom and teaching equipment and materials.
11. Participate in weekly TC and Statewide CHAP ARC and RAC quarterly meetings. Others as requested.
12. Provide supervision and evaluation of TC staff.
13. .20 FTE of time is providing direct primary and preventative patient care services to assigned village within the TCC health services region and CAIHC. Time may be as instructor for CHA or independent. Representative clinical duties include, but are not limited to the following:
13.1 Provide primary, preventative, emergency clinical services including triage as needed per the State of Alaska scope of practice per license: medical history & exam, perform and/or order necessary diagnostics such as labs, x-ray and ultrasounds, and perform procedures such as suture and casts, compile and record patient medical data, establish appropriate treatment and referral as necessary, and provide or arrange for appropriate follow up care.
13.2 During village travel provide after hour's emergency coverage.
13.3 Participate in community prevention activities such as: mobile mammography, diabetes prevention, school events, etc.
13.4 May provide home visit medical services to patients as needed.
13.5 Provide remote primary care clinical support via asynchronous or synchronous telemedicine.
13.6 Participate in clinical staff meetings including but not limited to M & M, P & T and peer review. Others as requested.
