Job Title: Job Developer (Full Time)

Objective: To take a “people-first” approach to business development. To offer employment initiatives that help create, sustain, and retain a viable workforce. To create economic prosperity for individuals, businesses, and communities.

Position Purpose:

  • To define critical occupations for economic and workforce development for regional areas and local areas. This includes defining clusters of occupations relevant to program initiatives, such as high-skill, high-demand occupations; career pathways, manufacturing, science, technology; etc.
  • To develop skill transferability and worker assessment tools for use in placing participants in jobs, rapid response to layoffs, and supporting economic development.
  • To identify appropriate education and training options for participants and transitioning workers.
  • To assist employers in human resource management activities, including employee recruitment, retention, and development.

Qualifications: Must have a proven track record of placing clients in employment. Must possess the ability to generate and foster strong relationships with employers, and evidence of same. Experience in working with the prisoner’s re-entry population (returning citizens) strongly preferred, people in recovery and/or homeless individuals; sensitivity to the needs of the clients in the community a must. Must have experience in employment preparation to conduct 1:1 as well as group work readiness training. Strong case file documentation is required to debrief progress for each case file. Strong computer skills with emphasis in MS applications including Word, Excel, Power Point, and Internet. Knowledge of operating Management Information System (MIS) is a definite plus. Must have Florida driver’s license and dependable transportation; must have clean driving record. Home visit’s and job site visits are required. Experience in Common Measures reporting model as used by Dept. of Labor is a big plus. Bachelors of Science in Guidance or Counseling, or Bachelor’s Degree in equivalent field or four years of experience in employment placement and vocational counseling activities preferred; however, a combination of education and experience may be acceptable.

Principal Responsibilities include:

  • Job Development/Employer Support- Initiates and maintains ongoing personal contacts with a variety of business and industry representatives and job placement/training agencies to promote programs for participant placement; makes cold calls to potential employers; explains the benefits and employment support services provided by programs to employers, including addressing employer’s special needs; researches Internet, newspapers, agencies, and other resources for job leads; collects data from employers related to job orders including job requirements and skills; matches job skills with applicant qualifications; refers qualified applicants to employers and conducts necessary follow-up when applicants are placed in positions; keeps updated regarding job fairs and Internet resources; researches various resume programs; participates in outreach and recruitment activities by coordinating and attending job
  • Program Support - Assists participants in assessing their job skills for positions; administers and scores standard career assessments; instructs in job seeking, application procedures, resume writing, interview preparation and job retention skills and attitudes; assists participants in preparing job search portfolio; provides job search/career information workshops and presentations; arranges for interviews; provides labor market and community resource information; monitors participant performance on the job and counsels participants when job performance is not satisfactory; works with participants to improve job performance and gain necessary job skills or reviews other employment options; maintains contact with employers during the participants' employment and reports results to appropriate staff; prepares forms and reports related to placement activities; tracks participant activity and progress data; assists instructors in the collection of educational materials as
  • Communications - Provides program information to various businesses, and updates information as needed; coordinates business orientations; maintains contact with and assists in researching problems, complaints or concerns; provides networking opportunities between agencies; serves as a member of various committees as requested; assists in developing flyers, brochures and other methods to advertise job placement activities; coordinates and distributes information and materials for meetings; assists in planning meeting agendas; assists in meeting set-up; maintains current committee member lists for various committees; keeps current with trends and maintains updated labor market information by researching Web sites, attending meetings, maintaining contacts with various trade schools, and professional/community organizations that are involved in job placement/training
  • Competencies -

  • Teamwork: Demonstrated skill working in a team environment, understanding when and how to effectively incorporate a team approach.

Plans and conducts broad base recruitment campaign by….

  • Building and sustaining relationships with the community, i.e. small businesses, employers, civic clubs, and employment agencies
  • Submits articles to the local newspaper
  • Serves as a speaker for various organizations to promote the program

Conducts orientation and work readiness sessions for participants; Produces a handbook for job readiness participants; keeps a continuous job bank of employers for participant placement; evaluates participant readiness for placement.

  • Provide all required documentation in a timely manner, which may include client follow-up, outcome evaluation, client contact sheets, and evaluations.
  • Participate in regular staff meetings, staff training programs, supervisory sessions, and accept the responsibility for aiding the development of positive team relationships as requested.
  • Adhere to agency policy, procedures and the professional code of ethics.
  • Other duties as assigned by supervisor.

Required Goals include:

  • Entered employment rate - # of clients who are not employed full-time and not receiving benefits at the date of enrollment and who exit the program, as compared to # of clients who are employed in the first quarter after the exit quarter – Goal is 70% of clients (132).
  • Employment Retention rate - 70% of clients who exited the program and gained employment in the 1st quarter after the exit quarter and who are employed in both the 2nd and 3rd quarters after the exit – Goal is 70% (92)
  • Average Earnings - Average earnings for the 2nd and 3rd quarters after exit of those (60%) who exited the program and were employed in the first, second, and third quarters after - Goal is $9,360 ($9/hour)
  • Job Developers should develop a bank of at least 25 employers that they can rely on for job placement for participants. Job Developers are required to get partnership agreements/MOU’s signed with at least 12 employers per year.

Founded in 1996, the Tampa Bay Academy of Hope has assisted over 2,500 youth and their families with leadership training, counseling, referrals, mentoring, job placement, nurturing skills, and scholarship development.
