Talbot County Health Department is Hiring a Medical Deputy Health Officer Near Easton, MD

POSITION DUTIES

The main purpose of this position is to serve as the Medical Deputy Health Officer (MDHO) for the Talbot County Department of Health (TCHD). This position is responsible for managing all public health and clinical programs in the Health Department through subordinate staff. The position supports the Health Officer in the leadership of TCHD in pursuit of its mission to preserve, promote, and protect the health of all Talbot County residents. The MDHO is an executive level position and reports directly to the Health Officer. The position supports the Health Officer with setting agency direction and implementing community health improvement.The MDHO works with the Health Officer, Deputy Health Officer of Operations, and other members of the executive staff team to develop and operationalize the Strategic Plan, Workforce Development Plan, Continuous Quality Improvement (CQI) Plan, Community Health Assessment (CHA), and Community Health Improvement Plan (CHIP).The MDHO is responsible for the direction, management, and supervision of day-to-day programmatic operations of all health and clinical programs through subordinate division directors. The MDHO provides medical oversight of clinical personnel, facilities, and services, and ensures compliance of clinical programs. The MDHO also provides outpatient clinical services to health department patients in specified clinics. This position oversees the following divisions with a combined budget of $8.5 million and 75 staff.

MINIMUM QUALIFICATIONS

Education: A Doctorate degree in medicine from an accredited college or university.

Experience: Required for certification in an area of medical specialization by an American Medical Association Specialty Board.

Additional:

  • Board certification in an ABMS-recognized specialty, with a preference for the following medical specialties: Family Medicine, Pediatrics, Internal Medicine, Obstetrics-Gynecology, or Preventive Medicine. Other specialties may be considered on a case-by case basis.
  • Must have or be able to obtain: Drug Enforcement Agency (DEA) registration and a Maryland State Controlled Dangerous Substances Registration (CDS).
  • Candidates must possess at least five or more years of experience in a senior management or leadership position in a health-related field or public service organization
  • Knowledge of public health regulations, policies, budgeting, and finance
  • Experience in data-driven decision making in health assessments and surveillance.
  • Excellent verbal, written, and computer skills.

Note:

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Medical Corpsman and Physicians classifications or Nursing or Physician and Medical Services and Special Corpsman Officer specialty codes in the medicine field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:- Master's degree in Public Health, Public Administration or related field preferred- Experience in managing clinical and administrative operations in an organization- Leadership experience facilitating program planning, quality assurance, staff development and mentoring- Experience managing Federal and State grants- Experience addressing health equity, working with vulnerable populations and community engagement activities

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Applicants for this classification must be certified by an American Medical Association Specialty Board in an area of medical specialization.

2. Applicants for this classification must be licensed by the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of the current license must be attached to the application.

Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
