Project Overview:

The purpose of this position is to assist the GARFO/NEFSC Data Governance implementation team in the formation and execution of Data Governance framework, policy, standards, especially as applies to fisheries-dependent data (FDD). This position assists in the implementation of an enterprise Data Governance program.

Primary Responsibilities:

Facilitate the development and implementation of a Data Governance framework for GARFO and NEFSC with a focus on data quality, supportability, and access security. 

Conduct discovery and analysis to develop an inventory of enterprise data systems including comprehensive documentation from data collection through to data access.

Stakeholder engagement. 

Follow the project charter to create templates for knowledge mapping and data management plans. 

Assist with FDD Change Control Board establishment. 

Create data systems visioning and reports. 

Create metrics for progress in data governance implementation.

Required Skills & Qualifications:

● Knowledge of Data Governance concepts and principles 

● Experience in stakeholder management and business analysis 

● Excellent analytical writing skills 

● Results orientation, willingness to commit to a direction and drive operations to completion 

● Ability to develop cooperative and constructive working relationships 

● Ability to handle complaints, settle disputes, resolve conflicts, and negotiate with others 

● Collaborative team player who can build relationships, with strong culture awareness 

● Ability to break down complex problems and projects into manageable goals 

Desired Skills & Qualifications:

● Expertise in Data Governance practices, business and technology issues related to management of enterprise information assets 

● Strong understanding of databases and data structures 

● Skill with SQL (optional, but helpful) 

● Familiarity with project management 

● Strong analytical and time management skills 

● Facilitation skills with the ability to drive issues to closure. 

● Self-motivated and able to handle tasks with minimal supervision or questions
