This is not a teleworking position. The duty site is at our S3 corporate headquarters.

S3, Inc. has an immediate need for a seasoned Publications Manager to join the corporate publications/proposals department at HQ in Research Park, Huntsville, AL.

Description:

The Proposal Manager works independently to generate proposal responses to Government RFP’s and deliver for IDIQ, BPA, SA proposals, large task orders and technical directives. Reports to the Manager of Business Development and works closely with the opportunity capture manager, pricing, contracts, and human resources to track and validate the opportunity, verify non-disclosures and ensure that teaming agreements are in place. 

The Proposal Manager supports team development, completes data calls, prepares proposal kickoff meeting and schedules, and gathers input from the program managers and other assigned writers. Manages the workload of publication staff supporting assigned IDIQ, BPA, and SA proposals. 

Responsibilities:

·Prepares proposal outlines, templates, compliance matrices, and boilerplate drafts of the proposal from corporate databases.

·Integrates graphics into text, assemble the proposed response, and coordinate color reviews.

·Supervises volume publication, certifies completeness, ensures delivery to the customer or its designated contract representative, completes proposal closeout items, and updates associate proposal libraries.

·Leads continuous improvement actions for the department.

·Monitors and reports all Quality Management Statistics for compliance, quality, and timeliness.

Qualifications:

·Bachelor’s degree in English, journalism, business administration, computers science, marketing, or related major.

·18 years of relevant proposal experience supporting DOD technical services business.

·6 years of experience managing proposals that include roles as the prime contractor, bids greater than $50M in award value and greater than $10M in subcontractor.

·5 years of experience responding to sources sought and RFIs.

·3 years of experience managing the control of multiple simultaneous proposals.

·3 years of experience developing guidance for Color Team Review and creating compliance matrices, outlines, and templates for multi-volume proposals.

·Experience with multiple software tools with a 4 out of 5 efficiency skill level: Excel, Word, Publisher, Photoshop, Illustrator, and PowerPoint.
