Position : Explosive Ordnance Disposal & Range Specialist

Reports To : Range Manger / Site Lead / Operations Manager

Department : AFCEC RAOS

FLSA Status : Exempt

Annual Salary : $76,000 to $81,000 DOE

Supervises

May supervise range operations and maintenance personnel in absence of Range Manager.

General Function

Provide expertise in the operation of range weapons / explosives / video events and act as Fire Pit focal point to maintain video and other infrastructure support functions.

Major Activities (Typical Duties / Responsibilities)

  • Transport munitions, hazardous materials (HM), and hazardous waste (HW).
  • Provide technical safety training / instruction to supervisors, employees, and / or unit safety representatives on areas such as proper handling and storage of weapons / explosives, traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures.

Maintain required course records.

  • Comply with all provisions of applicable federal, state, and local laws, regulations, operating instructions, policies, business practices, and directives as pertaining to Environmental, Safety, and Occupational Health (ESOH) issues particularly as they pertain to the management of hazardous materials (HM) and hazardous waste (HW) in an industrial setting.
  • Perform duties as HM / HW coordinator / focal point to ensure regulatory compliance and execute HM and HW duties as Initial Accumulation Point (IAP) manager.
  • Assist in performing in-house inspections to ensure compliance with ESOH requirements and prepare for and assist in performing the base environmental inspections.
  • Develop and coordinate Commercial Off-The-Shelf (COTS) packages for Non-Stock-listed, Non-Military Munitions and maintain currency of packages.

Provide approved package to munitions flight prior to Non-Stock-listed, Non-Military Munitions being requisitioned

Request Interim Hazard Classification (IHC) for Non-Stock-listed, Non-Military Munitions Annually verify requirement and maintain currency of IHC.

  • Munitions Custodian, maintain munitions supply account(s), utilizing TICMS, GACP and AMST.
  • Maintain courtesy storage agreements that necessitate total munitions accountability to include essential inspections / inventories, requisitions, expenditures, and interaction with munitions personnel, particularly the Munitions Accountable Systems Officer (MASO).
  • Install, troubleshoot, repair, overhaul, modify, test, calibrate, and certify a variety of standard and nonstandard safety video / FLIR systems and associated hardware, software, cabling, and data transfer communications equipment (hardwire / wireless), and other electronic test and measurement equipment necessary to conduct video / data acquisition for fire pit facility testing with a minimum of guidance or procedures.
  • Operate forklifts rated up to 10K pounds.
  • Supports operation and maintenance of Fire Training and Test Facility (FTTF) including burn pits, aircraft mock-ups, fuel system, fuel-water separator, holding tanks, and piping systems.
  • Perform ground maintenance activities to include mowing, vegetation control, and grading.
  • Assist in reviewing plans and specifications for test structure construction, major test structure alterations, and / or changes in installation equipment and monitors project through completion to ensure compliance with safety codes and standards.
  • Assist as necessary to review requests for exceptions, exemptions, deviations, variances, and waivers to mandatory explosives safety standards.
  • Assist with installing and maintaining underground infrastructure (i.e. conduit, fiber optic and copper cabling)
  • Use and assure proper fit of required safety equipment and
  • Aid other range functions as necessary or
  • Position may require travel.
  • Other duties as assigned.

Skills / Abilities

  • Licensed to transport Commercial Driver's License (CDL) with HM endorsement.
  • Knowledge of established safety and occupational health principles, practices, procedures, laws, and regulations as they relate to military weapons or explosives safety
  • Knowledge of the requirements, methods, and techniques of weapons accident and mishap investigation, analysis, resolution of safety problems, and formal reporting
  • Knowledge of HAZMAT emergency response procedures, equipment, and identification.
  • Knowledge of applying emergency first aid techniques; and of safety requirements as outlined in applicable safety standards, regulations, and guidance.
  • Ability to work outside in all weather conditions.
  • Able to wear protective clothing, such as encapsulated suits weighing 50-60 pounds, and climb ladders and work at various heights while wearing protective suits.
  • Ability to wear firefighting protective clothing and a Self-Contained Breathing Apparatus (SCBA) for the purpose of igniting test fires, if required.
  • Knowledge of video and photographic tactics, techniques, and procedures necessary to acquire research and development (R&D) quality data of blast and ballistic test events is highly desired.
  • Knowledge of normal and high-speed video and photographic equipment, its proper use, maintenance, and limitations as applied to R&D quality video and photographic is highly desired.
  • Knowledge of risk assessment methods and techniques for evaluating normal OSH
  • Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and
  • Knowledge of basic construction standards, methods, practices, techniques, materials, and equipment to determine compliance with explosives safety regulations and
  • Knowledge of standard weapons / explosives training techniques, methods, and materials enough to prepare and present formal training and instructional
  • Skill in the interpretation of engineering drawings and specifications enough to identify hazardous conditions in proposed weapons storage
  • Ability to interact with USAF organizations as necessary to ensure compliance with rules, regulations, and standards necessary to conduct explosive range
  • Ability to interact with other DoD and government, contractor, and educational personnel to plan and implement explosive testing research, development, test and evaluation
  • Working knowledge of standard office automation computer
  • Ability to use mail and message handling applications to retrieve
  • Ability to work shift work and additional hours during exercises and
  • Active DoD Secret Security Clearance
  • Drug Screen and Background Check : Pass with the ability to maintain throughout employment.

Minimum Education & Experience

  • Minimum high school diploma or
  • Graduate of US Naval School Explosive Ordnance Disposal Phase I and II, Advanced EOD, and the Advanced Improvised Explosive Disposal Device Defeat Courses.
  • 10 years DoD EOD experience preferred.
  • 5 years managing an explosive test range as a Range Safety Officer preferred.
  • Obtain and maintain a CDL with appropriate indorsements (e.g. HAZMAT).
  • Obtain and maintain qualifications on forklifts up to 10k and other vehicles as required.
  • Complete applicable environmental training through customer directed training portal (e.g. TEACH, ESOH-TN) dependent on assigned role.
