This position is located in the Naval Supply Systems Command Fleet Logistics Center Pearl Harbor (NAVSUP FLCPH), Installation Support Department. NAVSUP FLCPH provides a wide range of logistics and supply support services to our joint warfighters, allied forces, and coalition partners in the Mid-Pacific region and beyond. The mission of the Installation Support Department is to deliver supply chain management, postal programs, material handling equipment and worldwide movement of personal property. The incumbent serves as a senior technician and appointed as an ordering officer, responsible for procuring and expediting materials, equipment, and services using a variety of sources and acquisition methods. The incumbent is often required to perform broad, complex and demanding responsibilities for urgent requirements.

Receives, reviews, screens and executes a large volume of high priority and constrained lead time purchase requests (PRs). PRs are reveiwed for accuracy, special approvals, special requirements, adequacy of item descriptions, cost, changes in requirements based on experience and knowledge gained from previous requirements, and to determine requested material and service requirements meet current supply and procurement regulations. Performs extensive and exhaustive searches of mandatory sources, vendor catalogs, electronic commerce, federal supply systems, Defense Logistics Agency (DLA) prime vendor contracts, NAVSUP FLCPH contract vendors, and/or other data sources to locate appropriate sources of supply. Once sources are identified, determines the method of purchase (Government Commercial Purchase Card, Blanket Purchase Agreements, Indefinite Delivery Indefinite Quantity contracts, and FedMall) to procure items based on the type of requirement, urgency of need, and knowledge of commodity. Solicits quotes from vendors either orally or through written Request for Quotations (RFQ). Obtains and evaluates the responsiveness of the quote and the vendor's responsibility, reviews quotes for price reasonability, and selects the vendor to fill the requirements based on the delivery date schedule, best price, and conforms to acquisition rules and regulations. Remains in contact with the ordering office and/or with technical personnel to advise on quotes that differ from the original request and acquire approval and/or provide alternatives (i.e. cancellations, resubmissions, initiates repurchase actions, forwarding to contracting) based on experience, knowledge of the commodity, and meeting project requirements and deadlines. 35%

Provides material expediting support for high priority items with the goal of improving the delivery dates. After exhausting all means of improvement, advises the requester of expediting actions taken and results of the expediting action. In critical or emergency situations, expedites and coordinates the transportation and movement of material between mainland commercial vendors to designated command warehouses. When urgently needed, material is locally available from commercial vendors; the incumbent coordinates and obtains the transportation necessary to move the material from the local vendor directly to the end user and/or job site. Conducts daily checks of receipt status with customers and central receiving personnel to verify receipt and acceptance of materials and services. Resolves all discrepancies with material orders to include arranging for the replacement, exchange or return for credit of defective and/or erroneous materials, and transportation. Ascertains material status and maintains up-to-date knowledge of the status of all materials and services that could impact production timelines. Determines and initiates follow-up actions on material and services that are delinquent, documenting follow-up and corrective actions taken, and remaining in contact with the vendor, production managers and shop supervisors, and/or with engineers and production controllers to advise of any and all shortfalls that may affect production time frames. Continuously updates status into Maximo to ensure widest dissemination of information. 35%

Documents all purchases placed against the credit card in accordance with current regulations and instructions. Maintains suspense files on requisitions submitted until all actions are complete. Prepares, reconciles, and validates monthly credit card statements with completed credit card purchase packages; inputs data into the automated database to ensure requisition files are edited and updated with current purchase information, authenticates monthly credit card statements within set deadlines, forwards all information to Approving Official for certification, and submits credit card statements to Comptroller within set deadlines for payment. Reports on actions taken when requested or as established by preset reporting requirements. 25%
