GENERAL POSITION DESCRIPTION

This professional is responsible to supervise campus wide maintenance projects, manage work orders and develop and implement the college health and safety policies, to ensure the college is compliant with health and safety legislation, and to reduce or prevent hazards, dangers and accidents. The project manager/health & safety officer monitors workplace activities to ensure that workers comply with college policies and government safety regulations. This role not only ensures the health and safety of the workers but also of the workplace, environment and general public.

The primary focus of this position is to provide general oversight to maintenance projects while anticipating hazardous and unsafe situations on SUNY Maritime College's 52-acre campus as part of the day-to-day facilities operations and must take appropriate and expeditious action to assure personnel safety.

SPECIFIC DUTIES AND FUNCTIONS

  • Project Management

Delegate and supervise project activities in buildings and grounds. Manage work order system and respond to urgent and critical needs. In charge of campus wide key control, including key making and sign-out system and core change out. Maintain card access control systems, elevators, fire safety systems, and security systems. Coordinate project phasing and trades. Supervise grounds and parking lot maintenance, including landscaping, irrigation, snow removal, sanitation, athletic field maintenance. Environmental hazard material abatement, ensuring proper permitting, filing and air monitoring is performed.

  • Safety Policies

Develop and implement safety policies to reduce accident-related costs and prevent losses due to a decline in productivity. Determine what policies are needed and solicit input from managers and workers. Once a policy has been finalized, educate workers about the change and monitor compliance.

  • Workplace Inspections

Regularly inspect interior and exterior work areas to determine if there are any safety hazards. During these inspections, look for suspect hazardous materials, broken and damaged equipment, slip-and-fall hazards and other potential hazards, observe workers to ensure that they are wearing required personal protective equipment and following safety policies, check the stability of scaffolding, and ensure that employees operate construction equipment in a safe manner.

Anticipate potential problems and work to head them off and maintain communication with all entities.

  • Accident Investigations

When a workplace accident occurs, the project manager/health and safety officer conducts an investigation to determine why the accident happened. The officer may question witnesses, inspect the accident scene and take pictures of any property damage. Once the officer determines the cause of the accident, he or she writes a report detailing the cause and provides recommendations that can help prevent future accidents.

  • Training and Coaching

OSHA requires employers to provide training on dozens of safety topics. These include fire prevention plans, hazardous materials handling, concealed space entry and machine guarding. The Health and Safety officer shall identify training needs, develop appropriate training programs and deliver training to employees. They may also solicit feedback from workers and use that feedback to improve existing programs or create new ones.

  • Regulatory Compliance

Employers must comply with regulations published by OSHA and state occupational safety agencies. This involves reviewing standards, implementing plans to meet those standards and following all record-keeping requirements. They also ensure that the poster entitled "Job Safety and Health: It's the Law" is displayed in a conspicuous place in the workplace, as required by OSHA.

Act as a point of contact for OFPC, DASNY, OSHA, DEC and EPA inspectors. Develop quality relationships with inspection agencies and facilitate inspections.


Job Requirements:


Required Qualifications

  • Bachelor's Degree. In lieu of bachelor's degree minimum 5-10 years of experience in construction and maintenance safety management, construction industry, construction supervision, architecture, engineering or related field
  • OSHA 10
  • NYS CEO License
  • Technical knowledge of construction and maintenance industries
  • Ability to comprehend construction drawings and specifications
  • Experience with design of building systems, envelopes, roofing, mechanical systems, and/or electrical systems
  • Proven experience in developing projects from concept through closeout
  • MS Word and Excel proficiency
  • Ability to anticipate problems and minimize negative impacts of construction schedules
  • Proficiency in budget estimating and project scheduling skills, including the use of related software
  • Specific training, certifications, or working knowledge of NYS (New York State) Building Codes, National Electrical Code, and other reference standards
  • Ability to comprehend construction drawings and specifications

Preferred Qualifications

  • Strong written and verbal communication skills
  • Strong interpersonal and organizational skills
  • Experience with historic preservation issues
  • Experience in educational campus facilities operations and maintenance

Classification/Salary Range:
The Project Manager/Health & Safety Officer is a UUP position. The anticipated salary range for the position is $72,907.00 to $85,000.00 annually, with an outstanding benefits package. Special Notes: This is a full-time calendar year appointment UUP Position. Fair Labor Standard Acts (FLSA) Exempt position, not eligible for the overtime provisions of the FLSA. Internal and external search to occur simultaneously.
