The anticipated salary range for this role is between $161,000.00and $205,000.00. The specific salary offered to an applicant will be based on their individual qualifications, experiences, and an analysis of the current compensation paid in their geography and the market for similar roles at the time of hire. The role may also be eligible for an annual discretionary incentive award. In addition to cash compensation, SMBC offers a competitive portfolio of benefits to its employees.

Role Description

The Finance Data Management Director candidate assists the Enterprise Data Management Executive in implementing the organization's data governance framework across the Americas Division Finance Community. The role will support the finance organization business data management needs across various finance domains including: Treasury, Capital Management, Liquidity, Financial Reporting, Volcker, CCAR, Basel & Regulatory Reporting. They will and ensure that all stakeholders adhere and comply with SMBC's Data Management policy, standards, processes, regulatory requirements and expectations.

This role is part of a team established by the Enterprise Data Governance Program. It focuses on an established Enterprise Data scope, ensuring the data governance lifecycle is defined and methodically functioning to fulfill related requirements. The Finance Data Management Director will support the Finance organization's data needs and will ensure that all stakeholders adhere to SMBC's Data Management as well as other key Corporate policies. She/he will maintain alignment with the overall data governance frameworks, processes, standards, reporting rquirements and ensure that the Finance areas (i.e., Treasury, Capital Management, Liquidity, Financial Reporting, Volcker, CCAR, Basel & Regulatory Reporting) are compliant with regulatory requirements and expectations. They will act as the liaison for all things data, help direct data management activities, prioritize and centrally coordinate tactical and strategic efforts, and maintain data documentation. They will ensure that automated data quality rules are implemented, data quality issues and exceptions are promptly and accurately captured, documented, prioritized, resolved, reported and escalated to senior management. They will verify root causes are identified and fixes are implemented on a timely basis supported by proper evidence as per the SMBC AD procedures and standards. She or he will provide the critical information necessary to identify trends in data quality issues/exceptions and to prepare analysis reports for senior management.

A successful candidate for this position must possess both a deep and wide background in understanding: 1) capital and financial management 2) financial, regulatory and risk reporting 3) data, specifically as it relates to all finance areas and their key processes methodologies, and reports 4) business and data flows 5) reporting requirements for all and key reporting areas (CCAR, Basel, Volcker, liquidity and liquidity stress testing, funds transfer pricing, SCCL, counterparty credit risk, intraday aliquidity and collateral management, etc.). In addition, the candidate should demonstrate knowledge of the respective risk and regulatory reporting rules and requirements, supervisory letters and guidance's. They should have a strong grasp of master data management, experience in data quality validation and attestations, lineage tools, project management methodologies and tools. Their background in finance should include general ledger, financial consolidation, financial pronouncements and controls, developing remediation plans for regulatory and internal audit mandates.

Role Objectives

* Works independently and manages a team of business-focused and technically skilled data analysts and/or contractors to improve finance data and data flow knowledge. Responsible for making SMBC's strategic vision real by initiating, and leading high-priority data projects. Be a trusted and informed advisor/partner to Finance teams and lines of business staff members
* The scope of management includes project planning, process enhancement and re-engineering, prioritizing requirements and activities seeking diverse points of view for optimal solutions, understanding, resolving, or escalating issues/concerns.
* Works with business to define Key Data Elements, collect required business and technical metadata, document data flows (Data lineage), data profiling, build business and data quality rules
* Analyzes data or new requirements for reports or data migration and efforts to consolidate data into centralized warehouses
* Coordinates monitors escalates and remediates data quality and exception issues working with the business and liaising with technology support
* Coordinates with the business to resolve data quality issues when the issue is due to business process issues, regulatory, internal audit and management self-identified issues. Also identifies data quality "hot spots" or points of exposures.
* Works with our technology and business partners to implement the techonology necessary to support the data governance program and address sytstem, code logic and data quality enhancements.
* Help Finance build a deep, comprehensive, and documented understanding of Finance's key data, data process and data flows
* Translates regulatory rules& requirements into data policies, rules and standards. Knowledge regulatory and risk reporting (Liquidity; Liquidity Stress Testing; CCAR; FRY9-C; FRY-15; Basel; RWA reporting requirements (Credit, Market, Fundamental Review of Trading Book (FRTB), Counterparty Credit Risk; Allowance for Loan & Lease Losses (ALLL); Current Expected Credit Loss Model (CECL) and Regulatory Capital Management.
* Promote the use of accepted data definitions, maintain business metadata definitions, common reference data and sound data usage & practices.
* Work across Data Management Executives, Local Data Officers, Data Stewards and Data Owners to properly govern data, ensuring consistent use of fit for purpose data.
* Understands all aspects of Data Governance Policy, Data Governance Lifecycle and other key Data Governance Standards and Procedures including but not limited to Data Lineage, Metadata, Data Quality, Data Remediation, and Issue Management to serve as a CDO-aligned thought leader.
* Provide data understanding and usage expertise to projects (development and enhancement). Develop and produce key metrics scorecards and program status communications for the full suite of teams within Data Office.
* Guide and advise others on meaning and use of data. Deliver timely data quality validations and attestations.
* Strong communication (oral and written) and presentation skills.

Qualifications and Skills

* BS/ master's degree preferred: MBA or MS in Risk Management or Computer Science, Accounting, Information Systems Management & Technology or related degree from an accredited university.
* 10 years of relevant experience years in finance, risk and regulatory reporting data roles. Understanding of data governance, data management, and data capabilities needed for a robust data program in support of business objectives. Strong analytical skills, acting as a visionary on data management. Knowledgeable in Financial platforms, architecture, and technology in banking. Experience in finance data requirements, data quality rules, data issues and financial platform implementations. Self-motivated with the ability to make decisions in absence of detailed instructions. Ability to influence senior Business, Finance, Technology and Operations stakeholders. Strong knowledge of banking and capital markets products, risk processes and controls with good understanding of regulatory requirements and expectations. Good knowledge of regulatory & risk reporting and operations for front-to back data operating model execution.
* Knowledgeable in Financial platforms, architecture, and technology in banking. Broad understanding of current regulatory environment covering BCBS 239, ECB's Guide on effective risk data aggregation and risk reporting, Part 30 and other regulatory requirements related with data is preferred ((Liquidity; Stress Testing; FRY9-C; FRY-15; Basel, RWA reporting requirements (Credit, Market, Fundamental Review of Trading Book, Counterparty Credit Risk, Allowance for Loan & Lease Losses (ALLL); Current Expected Credit Loss Model (CECL) and Regulatory Capital Management.
* A good understanding of the financial services industry, products, and data is necessary. Solid understanding of advanced financial/accounting and risk management principals, rules, regulatory requirements and guidance, operations and reporting related requirements and practices across all finance areas.
* Project management expertise and knowledge of project management methodology/SDLC/Agile etc., processes in IT or financial services environments. For example, experience using agile project management tools such as Jira.
* Experience in leading a data governance program with specialist knowledge of data governance principles and practices (Key Data Elements definitions, business metadata, data classification by domains demonstrating understanding ownership; lineage and development and establishment of business and data quality controls).
Data analysis skills with the capability of identifying data quality issues, risks, root causes and correlating those issues with data specifications, rules and offer/facilitate recommendation for remediation plan solutions.
* Strong ability to communicate information, business process and system wide changes to a technical and nontechnical audience. Ability to analyze workflows and develop improvements based on research, interviews, and subject matter expertise.
* Possess a results-oriented attitude and can lead and drive towards results in an independent and collaborative manner
* Analytical, flexible, team-oriented player with excellent listening, interpersonal, facilitation and written communication skills. Ability to work in a cross-functional, fast paced finance environment under pressure.
