Suffolk County Sheriff Department is Hiring a Director of Women’s Program Services Near Boston, MA

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:

Overall management, supervision and administrative responsibilities for the Women’s Program Services Division for the Suffolk County Sheriff’s Department. Performs related work and duties as required.

SUPERVISION RECEIVED

Reports directly to the Assistant Superintendent

SUPERVISION EXERCISED

Directly oversees Women’s Program Services Supervisor, caseworkers, contract and volunteer staff as well as support staff assigned to the Women’s Program Services Division.

DUTIES AND RESPONSIBILITIES

  1. Coordinates and is responsible for all activities of the Women’s Program Services Division. Assigns tasks and supervises staff in order to further the mission of the division and Department.
  1. Oversees all Division programs by developing and maintaining systems to measure outcomes and effectiveness of all programs. 
  1. Actively seeks out new programs and partnerships, establishes contact with community service agencies, vendors, associations, groups, and professionals in order to coordinate with the developmental, experiential, cultural, and physical realities of the female incarcerated population.
  1. Develops and promulgates procedures to increase productivity, delivery of services, and efficiency of the division.
  1. Develops an environment that promotes education, gender sensitive programs, and a greater connection to families and community resources.
  1. Supervises the administration of gender specific, trauma informed educational and vocational programming with a focus on reducing recidivism. Programs include, but not limited to, evidence based and holistic offerings such as substance use treatment, reentry, life skills, intimate partner violence and health and mental health wellness.
  1. Provides for training and development of staff through conferences and weekly division staff meetings to discuss problems with clients, courts, vendors, programs and the community, and encourages new ideas and staff participation.
  1. Oversight and management of grants and program contracts.
  1. Submits periodic summary reports to appropriate agencies and such other persons as directed by the Assistant Superintendent.
  1. Flexibility and ability to learn and perform new duties and skills as assigned.
  1. Such other duties and assignments as the Sheriff may assign from time to time.

QUALIFICATIONS

  1. Considerable knowledge and experience working with justice involved individuals required. Correctional experience or knowledge of the organization, staffing and operation of the Department is preferred.
  1. Ability to work in a large correctional facility and interact with staff and inmates inside units and in one-on-one settings required.
  1. Demonstrated ability to supervise employees, projects, and tasks as assigned is preferred. 
  1. Ability to perform duties with a high degree of confidentiality required.
  1. Ability to communicate effectively in English in oral and written form required.
  1. Working knowledge and comfortability with Microsoft Office Suite and other common computer programs/platforms and data collection required. 
  1. Ability to interact with employees and the public in a pleasant and discreet manner; ability to establish and maintain effective working relationships with individuals at all levels throughout the organization, in other agencies, and in private industry; high levels of customer service, independence, leadership and willingness to write and maintain accurate and detailed records required.
  1. Ability to demonstrate initiative and to work with co-workers and consultants; self-motivator, ability to meet project deadlines and work on multiple projects simultaneously is essential. 
  1. Ability to complete moderate to complex level of qualitative and quantitative analyses; strong analytical and problem solving skills are required; attention to detail is crucial; need for creativity, flexibility and organizational skills. 
  1. Associate or bachelor's degree from an accredited college or university is preferred. Three years of professional corrections experience, or a combination of education, experience and training which provides the knowledge, skills and abilities indicated above, is also acceptable. Master’s Degree preferred.
  1. Three (3) years of demonstrated supervisory experience.
  1. Experience with grants to include writing, applying, planning, implementation and management preferred.
  1. Knowledge of community resources for female justice involved individuals to include gender responsive, trauma informed programs and treatment preferred.
  1. Ability to work in a multitasking environment overseeing staff, contractors, volunteers and day to day divisional operations. 
  1. Understand the role of Women’s Program Services in a county correctional facility.

ESSENTIAL FUNCTIONS

  1. Coordinate all activities and assign all staff in the Women’s Program Services Division. 
  1. Develop and maintain systems to measure outcomes and effectiveness of all programs. 
  1. Seek out new programs and partnerships, and establish contact with community service agencies, vendors, associations, groups, and professionals in order to coordinate with the developmental, experiential, cultural, and physical realities of the female incarcerated population.
  1. Meet with inmates individually and in groups in a housing unit, the reentry center, or an office setting.
  1. Oversee and manage all grant and program contracts for the division.
  1. Submit periodic summary reports to appropriate agencies and such other persons as directed by the Assistant Superintendent.
  1. Ensure inmates receive gender specific and trauma informed programming, and ensure all inmates receive appropriate discharge planning based on an inmate interview, and their housing, employment, education, recovery, and medical needs.
  1. Track inmate participation in programs and groups and document in the electronic offender management system as necessary.
  1. Respond to inmate complaints and grievances in person and in writing.
  1. Delegate work, supervise subordinate staff’s attendance and performance, and ensure statutory requirements of division are completed timely. 
  1. Answer telephone and respond to inquiries from program partners and from the inmates’ family and attorneys.
  1. Regular, punctual and predictable attendance at assigned workplace and at scheduled meetings/hearings; ability to work occasional nights or weekends on specific projects if necessary.
  1. Knowledge of, compliance with, and enforcement of Department policies and procedures.
  1. Compliance with security procedures.
  1. Obeying moderately complex oral and written orders.
  1. Communicating effectively with staff and inmates in English both orally and in writing.
  1. Effective supervision and, where indicated, administration of discipline and/or corrective action.
  1. Able to independently initiate a project, execute the necessary steps, and complete in a timely and effective manner.
  1. Deal calmly and effectively with stressful situations, including emergencies.
  1. Exercise good judgment.

MINIMUM PHYSICAL REQUIRMENTS FOR ESSENTIAL FUNCTIONS

  1. Pull files, review contents, and file paperwork into files;
  1. Communicate orally with employees, inmates, and the public;
  1. Read and enter information from various documents and enter the information into appropriate electronic databases;
  1. Sit or stand periodically for 8 hours;
  1. Lift up to 10 pounds;
  1. Carry up to 10 pounds;
  1. Climb stairs occasionally;
  1. Walk short distances; and
  1. Write and type.

ADDITIONAL FUNCTIONS OF POSITION

Participation in mandatory training.
