Position Overview 

The Procurement Manager for the Marine Services group is accountable for the meticulous acquisition of materials, components, equipment, and services essential for operational efficacy. This entails adeptly orchestrating the entire procurement lifecycle—from soliciting and scrutinizing quotations to steering negotiations and contract development. A pivotal aspect of this role is assessing budgetary parameters while executing rigorous cost analyses and volumetric projections for both commodities and services. Furthermore, this position evaluates vendor reliability and pioneers the exploration of new supply sources when needed to ensure optimal procurement outcomes. By developing requirements and specifications for new contract orders, they lay the groundwork for seamless procurement processes. This position reports to the Managing Director of Supply Chain Management.

Responsibilities 

  • Supports all Procurement activities to ensure all orders and contracts are placed in a timely manner to ensure goods and services arrive on schedule. Improves Supply Chain processes and supports the overall Supply Chain Organization.
  • Reviews and approves Purchase Orders within the procurement system in accordance with the Schedule of Authorization (SOA).
  • Collaborates with project teams to negotiate favorable terms and conditions for contracts, including but not limited to pricing, delivery schedules, and quality standards. Ensure contracts align with project requirements and budget constraints and the requirements set by the Law Department.
  • Utilizes strong financial acumen to analyze procurement data, manages budget targets, tracks expenses, and identifies cost-saving opportunities. Develops and implements strategies to optimize spending while maintaining quality and reliability.
  • Ensures strict adherence to the SOA, company policies and procedures, and industry regulations throughout the procurement process. Ensures ethical practices are maintained and ensures adherence to relevant laws and regulations. Conducts regular audits to mitigate risks and maintain compliance standards.
  • Manages all subcontractor commercial issues from development to fulfillment.
  • Generates appropriate correspondence within the Supply Chain Organization and with suppliers to support purchasing activities. 
  • Provides weekly reports to stakeholders, attends regular meetings within the area of responsibility and interfaces with all departments to resolve any problems and issues.

Provides guidance and mentorship to the procurement team. Set clear performance objectives, drives accountability, conducts regular performance evaluations, and supports professional development initiatives.

Qualifications 

  • Bachelor’s degree in business, paralegal or technical degree; demonstrated equivalency will be considered.
  • Minimum 8 years of experience in procurement management required, with a proven track record of success in strategic sourcing, contract negotiation, and supplier relationship management. 
  • Strong contract drafting and negotiating skills required.
  • Experience within the marine services or oil and gas industry preferred.
  • Knowledge in the following areas, required:
    • Strategic Supplier Management
    • Supplier Evaluation and Selection
    • Negotiation and Contract Management
    • Contract Drafting
    • Supplier Performance Management
    • Risk Management
    • Cross Functional Collaboration and Communication
    • Budget Management
  • Small Business Administration (SBA) or Conflict Minerals knowledge advantageous.
  • Demonstrates professionalism, cooperation, and a service-oriented approach in all business matters.
  • Exhibits a strong work ethic, working effectively and efficiently with minimum supervision. 
  • Embraces teamwork with a positive, professional attitude and willingness to learn. 
  • Capable of multitasking, remaining flexible, and maintaining strict attention to detail in high-pressure, fast paced environments. 
  • Ability to deal professionally with internal and external customers. 
  • Strong financial business acumen and computer skills required, including proficiency with Microsoft Office (PowerPoint, Excel, Outlook, MS Teams).
  • Strong organizational and time management skills. 
  • Ability to travel to other SubCom locations and supplier facilities required.
