Description
The United States Department of Energy (DOE) Hanford require consultation and program support focused on improvement of the DOE Hanford oversight program used in the performance of oversight of DOE Hanford, capital asset projects, and contractors.
Contractor shall provide support in the following areas:
• Provide development and implementation support for the DOE Hanford Balanced Oversight project established for the effective and efficient implementation of the DOE Hanford Oversight program and related core business processes used by all DOE Hanford organizations, including engineering and construction.
• Formulate technical approaches to effective use of the oversight program and iCAS modules used for oversight.
• Assist in the improvement, development, implementation, and self-assessment of DOE Hanford Oversight program processes.
• Assist in the development of oversight program performance indicators for DOE Hanford functional areas and projects.
• Provide support to site wide committees/forums established for the governance of integrated systems established for oversight.
• Develop schedules, white papers, position papers, research documentation, and assessment reports, as requested.
• Assist in the development of materials and presentation of training and briefings to all DOE organizations and select contractor management.
• Assist DOE continuous improvement efforts, as assigned.
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner. The Contractor employee shall submit a weekly report to the technical monitor addressing work accomplished, and deliverable progress.
Requirements
MINIMUM QUALIFICATION REQUIREMENTS
Contractor personnel shall possess the following minimum qualifications:
• Bachelor’s degree in a related field of study or sufficient experience to provide a similar base of knowledge.
• Substantial knowledge of DOE EM missions and activities.
• Substantial experience in developing and implementing change to gain efficiencies and effectiveness within DOE program frameworks.
• Substantial experience in programs implementation, related projects management and procedures development in a DOE environment.
• Experience in developing and implementing assurance system software applications in a DOE environment.
• Ability to effectively collaborate and communicate with management and technical subject matter experts at all levels of the organization.
• Ability to develop and independently present training material and briefings to broad levels of DOE and contractor organizations.
• Proficiency in the use of business/technical writing.
• Excellent personal and professional communications skills.
PREFERRED EXPERIENCE
• Experience in developing assurance system business intelligence information such as key performance indicators designed to monitor or assess the effectiveness of performance.
• Experience in review and technical editing of oversight information.
• Experience with DevonWayTM is preferred.
• Proficiency in the use of business/technical writing.
• Excellent personal and professional communications skills.
• Proficiency in Microsoft Office Word, Excel, Project, Visio, and Power Point.
OTHER REQUREMENTS
• Non-Disclosure/Conflict of Interest form signed by both the general support contractor and authorized contractor representative must be submitted to procurement before any work/support can start.
• Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.
• Compliance with site specific safety and security requirements, including badging and office protocols.
• U.S. Citizenship.
LOCATION
Work shall be conducted at the Department of Energy government offices, The Hanford Site, and Richland, WA. This position may be telework eligible at the discretion of the Technical Monitor (TM) in consultation with the Contracting Officer (CO). If this position is identified as telework eligible, there will be a 30-day waiting period in which 100% in-office support will be expected. Only the CO can waive the 30-day waiting period requirement. If in-person support is identified as required for any reason and for any length of time by the TM or CO, the contractor shall report for duty in-person as requested.
