Stratagem Solutions is Hiring a Manpower Analyst Near Huntsville, AL

Job Summary

Stratagem Solutions, Incorporated is in search of applicants with a strong background in coordinating, tracking, and overseeing Government Manpower activities and who are interested in satisfying a requirement to support an Army Acquisition Program Executive Office (PEO). Those with Manpower or Program Analyst (Budgetary) experience who are analytical thinkers, organized, and motivated by challenges are encouraged to apply.

Responsibilities and Duties

Description:

  • Coordinate, track, and analyze Manpower information.
  • Provide input to the Manpower data collection guidelines.
  • Oversee routine data updates by Project Offices and Headquarters staff.
  • Assist subordinate offices with answering questions or resolving issues regarding Manpower data updates.
  • Submit updates to the Manpower data in SharePoint and Human Resources Database (HRDB) site.
  • Coordinate with Manpower/IOB Lead to resolve issues.
  • Coordinate with PM POCs to conduct organizational reviews and manpower surveys.
  • Utilize inputs to determine Manpower requirements and create and staff the organization’s manpower submission.
  • Receive and disseminate manpower allocation, including the coordination of the initial and final numbers.
  • Conduct studies and analysis of organizational structures and functions in connection with proposals for reorganizations, organizational realignments, and restructuring.
  • Understand and correctly instruct the use of Operation and Maintenance, Army (OMA) appropriation funds for associated Manpower activities.
  • Support IOB execution of funds and tracking of labor and efforts.
  • Execute funding in support of the IOB via General Fund Enterprise Business System (GFEBS).

Minimum Requirements:

  • Must have at least 3 years of experience supporting financial management activities.
  • Must have exceptional written and oral presentation skills.
  • Must have demonstrated experience working individually as well as organizing and facilitating working groups.
  • Must have experience preparing detailed written reports and briefings suitable for presentation to senior level military and corporate leadership, as well as present material orally.
  • Must have excellent written and oral communication skills.
  • Must be proficient in the Microsoft Office suite of products. Advanced Excel knowledge is required.

Preferred Requirements:

  • Acquisition Level III Certification
  • Headquarters Staff or Project/Product Management Office or highly related experience.
  • Understands Tables of Distribution and Allowances (TDA) for core civilian and Foreign Military Sales (FMS).
  • Experience and familiarity with OMA appropriation funds.

Education and Experience Requirements:

  • Bachelor’s and 8 years
  • Master’s and 5 years

Travel: May require travel up to 10%.

Special Requirements: SSI will give preference to applicants who have an active security clearance. This position requires a SECRET clearance, and employees must receive and maintain the minimum requirements for access to classified information.

Testing: Candidates may be subject to a written test as part of the candidate interview and selection process to demonstrate written communication skills and/or the ability to deal with potentially challenging notional situations which may arise while supporting a Product Office.
