POSITION OVERVIEW

The Foreman III classification is the advanced-level position in the series. Incumbents work independently and perform a variety of skilled and semi-skilled duties in the maintenance and repair of assigned facilities, utilities and equipment. Incumbents also oversee structural maintenance projects and staff.

Under the supervision of the assigned supervisor, leads and participates in a variety of skilled and semiskilled activities in the installation, maintenance and repair of plumbing fixtures and systems to maintain plumbing lines in safe and sanitary working conditions; develops and implements plumbing projects; trains and provides work direction and guidance to assigned personnel; assists in the inspection of new construction and performs all functions related to reclaim/domestic plumbing systems.

JOB RESPONSIBILITIES

  • Leads and participates in a variety of skilled and semi-skilled activities in the planning, estimating and scheduling work installation, maintenance and repair of plumbing fixtures and systems to maintain plumbing lines in safe and sanitary working conditions; ensures compliance with building, health and safety laws, codes, regulations and standards applicable to the plumbing trade
  • Oversees and participates in the installation, maintenance and repair of valves, control devices, pumps, toilets, heaters, boilers, pipes, clocks, relays, faucets and various other fixtures, parts and equipment; rebuild and replace valves and faucets as needed; replace leaking and defective parts in plumbing fixtures and systems; may assist District inspectors in inspection of new construction or modernization projects
  • Develops and implements plumbing installation, maintenance, repair and enhancement projects; estimates labor, material and equipment requirements for projects; monitors, assesses and modifies activities in response to project progress
  • Trains and provides work direction and guidance to assigned personnel; assigns employee duties, inspects and evaluates work for quality and safety; reviews work for accuracy, completeness and compliance with established standards and procedures; oversees operation and scheduling of the plumbing shop; Responsible for safety and in-service training of employees assigned to the plumbing shop
  • Cleans out drains and removes obstructions from water and sewer systems, dishwashers, disposals, pumps, toilets, urinals and drinking fountains; inspects and repairs leaks and general system failures; repairs or replaces damaged pipes, tubing and sewer lines; installs, tests and maintains backflow devices
  • Plans, organizes and lays out assigned tasks; interprets plumbing plans, diagrams, blue prints, sketches and specifications; works from verbal and written instructions and work orders
  • Communicates with personnel and various outside agencies to exchange information, coordinate activities and resolve issues or concerns
  • Monitors inventory levels of materials and equipment; researches prices for parts, materials and equipment; selects vendors; orders, receives and maintains inventory of materials and equipment as needed; maintains records and work order information, provides reports as required
  • Operates a variety of specialized equipment including various hand and power tools; drives a vehicle to conduct work; maintains shop equipment and operating supplies, orders materials as required
  • May assist in budgeting and expenditure planning for the plumbing shop
  • Maintains various records related to work orders and assigned activities

QUALIFICATIONS

Knowledge of:

  • Methods, procedures, materials, and equipment used in one or more of the building trades, to include specialized knowledge of the plumbing trade
  • Building codes related to the plumbing trade
  • Operation and maintenance of tools and equipment used in the plumbing trade
  • Proper methods of storing equipment, materials and supplies
  • Techniques used in routing and testing plumbing lines
  • Principles of training, supervision and providing work direction
  • Appropriate safety precautions, practices and procedures relating to the plumbing trade
  • Interpersonal skills using tact, patience and courtesy
  • Oral and written communication skills
  • Record-keeping techniques
  • Proper lifting techniques
  • Work vocabulary and craft skills
  • Current technology, software applications, office methods and practices, correct English usage, spelling, grammar and punctuation

Ability to:

  • Plan, layout and supervise the work of a crew of journey level workers in the plumbing trade
  • Lead and participate in a variety of skilled activities in the installation, maintenance and repair of plumbing fixtures and systems
  • Ensure plumbing lines are maintained in safe and sanitary working condition
  • Develop and implement plumbing projects
  • Train and provide work direction and guidance to assigned personnel
  • Replace defective parts and components as necessary
  • Read and work from diagrams, blue prints, sketches and specifications
  • Operate and maintain tools, equipment and machinery used in the plumbing trade
  • Observe health and safety regulations and procedures.
  • Communicate effectively both orally and in writing
  • Establish and maintain cooperative and effective working relationships with others
  • Meet schedules and time lines
  • Work independently with little direction
  • Maintain and prepare various records and reports related to work performed
  • Estimate costs of labor and materials for a work project from blueprints, sketches or diagrams

Education/Experience:

Any combination equivalent to: graduation from high school supplemented by completion of an approved apprenticeship program in the plumbing trade including experience in positions having supervisory responsibility and five years increasingly responsible journey-level experience in the installation, maintenance and repair of plumbing fixtures and systems. NC Plumbing Technician License (but not required).

ORGANIZATIONAL ALIGNMENT

This position reports to the local service manager, and has a responsibility to the entire service team and all of our customers.

Environmental Requirements

Will be required to work in a field environment, traveling to multiple customer sites on a daily basis.

Physical Demands

While performing the duties of this job:

the employee is regularly required to use hands to operate computer keyboard, reach with hands and arms.

The employee frequently is required to stand, walk, and sit.

The employee is continually required to climb or balance and stoop, kneel, crouch, or crawl.

The employee must regularly lift and/or move up to 50 pounds, frequently lift and/or move up to 75 pounds without assistance.

Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.
