Overview

Stellar Solutions Inc. is searching for an experienced and enthusiastic Program Manager who wants to lead the Stellar team for a new and innovative system providing Communications services in Cis-lunar for both government and commercial customers. Role/Responsibilities/Qualifications

As Program Manager, you will be responsible for the program direction and overall management of the communications relay optical system (LCROS) and development of CommStar’s complete lunar communication system CSTR-1 program elements to ensure corporate program-level objectives are achieved while meeting/exceeding customer expectations. You will be responsible for the overall strategic planning, program requirements, organizational development, and program operations of CSTR-1 Program.

You will lead a diverse project team through the design/ development / implementation phases of CSTR-1, managing programmatic integration, schedule, and risk elements across the CSTR-1 project elements, and coordinating activities across a multidisciplined organization of four (4) program elements: Support to Optical Payload design and development, CSTR-1 Spacecraft Engineering, Launch Site Support, and Payload Integration.

As Program Manager, you will manage the program schedule, overall Program Requirements for all elements across the CSTR-1 spaceflight program, Program Prioritization, Configuration Management, Risk Management and Program Integration. You will provide effective communication to CommStar executive management regarding CSTR-1 Program issues/recovery plans, and employ positive interpersonal and communication skills that encourage and guide employees and advance teamwork.

Primary responsibilities are the development and capture of new business, management of cost, schedule, and technical performance of programs and include, but are not limited to:

  • Establishing a program organization which is focused on efficient execution to program requirements; Establishing and guiding cross-functional teams to meet program cost, schedule and technical performance objectives
  • Define program priorities and activities to ensure successful completion of program deliverables, satisfying customer requirements
  • Develop and maintain effective relationships with the customer team
  • Create WBSs and SOW’s to flow mission objectives and technical requirements to key suppliers and contractors.
  • Defining program KPI and utilizing these to effectively manage program performance
  • Working with the Stellar program Chief Systems Engineer and program team to establish design concepts, criteria, and engineering efforts for system development, integration and test
  • Identifying, allocating and managing program resources, including internal Stellar team staffing, required external resources, and key contractor resource requirements
  • Managing suppliers to meet program objectives
  • Developing and managing program Integrated Master Schedule and program budget, in concert with customer team
  • Assessing and managing risk and risk mitigation activities
  • Working with customer to identify priorities that align with business objectives, funding, and revenue potential, including conducting cost benefit analysis of potential new market opportunities
  • Lead the Stellar Systems Engineering team for development and deployment of a commercial Cis-lunar communication system
  • Identify program issues and proactively implement resolutions to mitigate schedule and cost impacts
  • Manage the resources to meet the program systems engineering needs in collaboration with the Stellar executive leadership team and the human resources department

Qualifications

You should have:

  • Bachelor's Degree with 25 years or Master's Degree with 22 years’ experience in space systems design, implementation, and operation
  • Commercial space programs experience, including managing to design for cost and/ FFP projects and successfully delivering to aggressive schedules.
  • Experience in managing and applying resources for space systems
  • Experience working with international space and ground system suppliers and partners

Desired skills:

  • Experience with multinational teams and primes
  • Experience managing programs with dispersed at multiple geographically diverse and remote locations
  • Experience in programs with advanced architecture development phases, and transition to implementation and operational phases
  • Experience recruiting and hiring engineering positions to staff program
  • Experience and understanding in the application of commercial capabilities to government needs a plus

Minimum Education Requirements:

  • BS degree in STEM with 25 years of experience in Space Systems
  • Advanced degree a plus
  • US Citizenship required
  • Must pass background check

Location/Travel Requirements:

  • Primary location – open to US locations with regular travel to interface with team and customer in VA and with team in CO
  • You will be required to travel occasionally, including internationally, to support meetings, tests and reviews
