Overview

Steampunk is seeking experienced Cybersecurity Strategists to support our Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA) clients. CISA leads the national effort to understand, manage, and reduce risk to critical infrastructure. CISA is charged with leading the Nation's strategic and unified work to assure the security and resilience of the nation's cyber systems, protecting the American way of life.

As the premier Federal Civilian cybersecurity agency, CISA impacts a broad range of operational cybersecurity challenges within our Nation’s infrastructure and is working to transform how we think about and address these challenges moving forward. Our goal is to help CISA build and execute strategies to assist CISA programs in effectively addressing cyber threats, reducing the risk landscape and understanding where investments need to be made to enhance the security posture of our Nation’s systems and critical functions. 

Contributions

As a Steampunk Cybersecurity Strategist - SME, you will help identify, analyze, and evaluate complex systems, policies, and processes that support the mission to reduce risks to the critical infrastructure Americans rely on every hour of every day. In this role, we’re looking for candidates who are passionate about cybersecurity policy and operations, and who can support CISA’s cybersecurity strategy functions, ensuring alignment to external and internal policy, legislative, and regulatory requirements. You will support the alignment and mapping of current and future investments to short and long-term strategy, organizational goals, and objectives to ensure organizational equities are properly represented through high level policy/legal coordination, strategic communication, and strategic plans.

We need strategic cyber experts who can identify, break down, and solve problems through rigorous thinking and analysis and synthesize clear takeaways and recommendations from complex information and package them into defensible, traceable, and logical outputs. We value team members who can listen to the customer, think broadly and innovatively about complex topics, and build coalitions to support transformational efforts.

Key contributions of this role include: 

  • Advise the Government on development and implementation of cybersecurity strategic initiatives across functional and operational organizational components. 
  • Support rapidly developing strategies and comprehensive action plans for new or ad-hoc strategic initiatives. 
  • Support technical deep dives and narrative development for formal inquiries, requests for information, and briefing requests from Office of Management and Budget (OMB), House and Senate Appropriations Committees, legislative affairs, and others. 
  • Provide support to the Planning, Programming, Budgeting and Execution (PPBE) process, including resource planning on Resource Allocation Plan (RAP) activities leading to Annual Operating Plan (AOP) Development. 
  • Assist CSD in aligning organizational investments to its strategic objectives; leveraging operational insight from the tactical activity level to inform and refine organizational strategy, key focus areas, objectives, and priorities. 
  • Conduct research and analysis of qualitative and quantitative data to uncover issues, identify trends, and provide insights that drive organizational strategy. 
  • Design appropriate analysis for diagnostics and implementation, analyzing and interpreting ambiguous and complex information and relationships. 

Qualifications

  • US Citizen Only 
  • Able to obtain and maintain a Top-Secret clearance.
  • A minimum of 12 years related experience, to include five or more years in a leadership or management capacity.
  • At least one related industry certification (CISSP, PMP or similar). 
  • Experience in executive-level decision support for the Department of Homeland Security or other federal agencies, including organizational change management, strategy, technical roadmaps, and AOP development and implementation. 
  • Experience in the cybersecurity domain, including key threats, risks, issues, and needs at the national level.
  • Knowledge of cybersecurity policies, executive orders and legislation (both foundational and recent) impacting the changing policy landscape. 
  • Hybrid role; a few days a week on site in Arlington VA

“Nice to Have” Experience and Skill Sets: 

  • Experience working directly with CISA or National level cybersecurity agencies 
  • Experience in group facilitation, including with groups of senior organizational leaders 
  • Ability to craft compelling stories and visual models to communicate insights and discoveries 
  • Experience with human-centered design methods and principles and/or customer experience highly desired 
  • Active Top-Secret Clearance
