Reassignment Candidates: Current New York State Department of Health employee with permanent or contingent-permanent service as a Public Health Specialist 1 (Environment) or Trainee.
A physical/medical examination through the Department of Civil Service's Employee Health Service (EHS) is also required for appointment to this title. Details will be discussed at time of offer.
Preferred Qualifications: Experience implementing State or Federal drinking water regulations; working knowledge of Microsoft Word, Excel, and Access; strong written communication skills with the ability to independently prepare letters and reports for the public; ability to communicate complex technical concepts to external stakeholders and the public; an understanding of drinking water treatment methods for organic and inorganic contaminants.

The Public Health Specialist 1 (Environment) position will work within the Bureau of Water Supply Protection in the Emerging Contaminant (EC) Unit. The Bureau of Water Supply Protection is a diverse team of scientists and engineers that work to protect the health of New Yorkers and ensure high quality drinking water is available at the tap. This position will be part of a nationally recognized team that implements innovative programs to monitor and report contaminants of concern in drinking water. The selected candidate will focus specifically on implementing the harmful algal bloom drinking water response program, the New York State emerging contaminant monitoring rule and regulations for perfluoralkyl substances (PFAS).
Duties will include implementing a nation-leading emerging contaminants monitoring program by coordinating sampling efforts, ensuring proper collection techniques and managing timely transport to laboratories for analysis; tracking and reviewing emerging contaminants monitoring data to ensure timely follow-up to potential public health concerns; and facilitating intra-agency collaboration and fostering multi-agency data sharing.
The position will also implement New York State's PFAS regulations by assessing public water supply data to determine compliance with monitoring requirements and drinking water standards; developing guidance for internal and external stakeholders; assisting with changes to existing regulations and developing new regulations; and responding to inquiries from stakeholders.
