Job Description:

The State University of New York (SUNY) System Administration Budget Office seeks an Assistant for University Financial Analysis who will contribute to the general budgetary and administrative oversight of SUNY's 30 Community Colleges, 29 State-operated campuses, five Statutory Colleges, and three Teaching Hospitals. The State University of New York is the largest comprehensive public university system in the nation, consisting of more than 430,000 students on 64 campuses, including 30 community colleges, 29 State-operated institutions, five statutory colleges at Cornell and Alfred Ceramics, and three academic medical centers.

The Fiscal Analyst for Budget Oversight will assist with the oversight of, and interactions with campuses. Responsibilities include but are not limited to ongoing oversight of the campuses fiscal condition, review of budgetary and fee documentation, and providing guidance on various State and SUNY policies and procedures. Additionally, the successful candidate will assist with ensuring adherence to State laws, SUNY regulations, as well as State and SUNY initiatives.

The incumbent will report directly to the Director of Budget Oversight and Community Colleges and work with the entirety of the System Administration Budget Office to meet the budgetary and financial needs of the SUNY System. In addition, the position will be expected to work closely with other offices within SUNY System Administration to prepare and effectuate budgetary requests and reporting requirements.

The Fiscal Analyst for Budget Oversight, with direction from and in conjunction with the Director of Budget Oversight and Community Colleges, will be responsible for:

  • Assisting with the review and analysis of campuses' budgetary submissions including tuition projections, annual revenue and expenditure projections, and fee requests
  • Monitoring the ongoing fiscal condition of the campuses including revenue, disbursements, cash balances, and State appropriated allocation
  • Working with the internal stakeholders to develop and monitor university and system-wide initiatives
  • Monitor and report on Dormitory budgets and liaise with Dormitory Authority of the State of New York (DASNY) and SUNY Capital Facilities on all Dormitory related requests and issues
  • Managing existing, and creating new, reports to support ongoing monitoring efforts and ad hoc data requests
  • Reviewing, analyzing, and summarizing annual legislative bills and other documentation to inform the strategic direction of System Administration
  • Providing guidance to State-operated campus and Statutory College representatives on State law and SUNY policy and regulations in budgetary and fiscal areas
  • Assisting with presentations on complex fiscal issues to audiences that may, or may not, have a fiscal background
  • Ensuring adherence to, and promotion of, high standards of ethical conduct, compliance with all applicable laws and regulations, and appropriate financial oversight and controls; and,
  • Other duties as assigned.

Requirements:

A bachelor's degree is required, with up to three years of budgeting or financial responsibility preferred. Data collection, manipulation, and analytical skills are required, as well as proficiency with Microsoft Excel. The successful candidate must also possess strong verbal and written communication skills.
