NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. COMPETITIVE MINIMUM QUALIFICATIONS: Business Systems Analyst 1, SG-18: Reachable on the current PCO Select eligible list; OR Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law. Business Systems Analyst Trainee: Reachable on the current PATT or PCO eligible list; OR one year of permanent service in a title allocated to G-11 or higher and otherwise eligible for transfer; OR to qualify for a 70.4 transfer, one year of service in a title allocated to SG-11 or higher and a bachelor's degree in addition to a current or past standing on the PATT, PCO, PCT or PMI eligible lists. Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Business Systems Analyst 1, SG-18 level. Duties Description Reporting to the Business Systems Analyst 2 (BSA2), the Business Systems Analyst 1 (BSA1) will provide additional support to the Accounting Systems Team as a functional super user in Oracle Financials and the Statewide Financial System (SFS). Duties include, but are not limited to: •Conduct or oversee the daily examination and reconciliation of the SFS extracts when compared to Oracle Financials, provides direction and make corrections in Oracle on affected accounts. Resolves routine production issues as needed; •Serve as an Oracle Super User for maintaining and enhancing Oracle FMS and as an Oracle Super User for system set ups and Paperless PR/IR functionality. Modify existing system. Assess business process and system impacts, including impacts related to transition to future phases of SFS and effects on workflows; •Perform testing on Oracle Financial Management System (FMS), including ensuring that changes are compatible with the SFS. This includes conducting testing and post production support issues as well as preparations for implementation of the multi phases of the Statewide Financial System (SFS) and participation in SFS user groups to represent DCJS and hosted agencies; •Assist with testing and implement solutions for DCJS and host agencies. Coordinate and manage testing, testing results, and issue tracking throughout the life of the project. Coordinate and provide training and help desk support to end users; •Assist with the planning, preparation, and coordination efforts for implementation of future phases of SFS and other projects. This includes long term ongoing support, conducting training, and system discrepancy resolution; •Write Oracle procedures for new and revised Oracle processes; •Create and maintain reports on agency expenditure/encumbrance accounts and perform routine maintenance on a variety of financial reports; and, •Complete special assignments and miscellaneous tasks, as needed.
