State University Construction Fund is Hiring an Assistant Director - Capital Program Management, Planning & Data Near Albany, NY

About State University Construction Fund:

The State University Construction Fund (Fund) is a New York State government entity dedicated solely to facilitating and expediting the construction, renovation, rehabilitation, and improvement of the State University of New York's academic building and infrastructure assets at 32 state-operated campuses and 3 teaching hospitals.

Our offices are located within the historic SUNY System Administration headquarters in downtown Albany, New York. Though officially named the H. Carl McCall SUNY Building, it is often referred to by locals as the, "D&H Building," or affectionately, "The Castle."

The Fund offices and the adjoining employee parking garage are just steps from the Hudson River, a short walk to the Capitol Building and the Empire Plaza, and a few minutes' drive to major highways including the Northway (Interstate 87) and the New York Thruway (Interstate 90).
Job Description:

The State University Construction Fund (Fund) is currently seeking an Assistant Director - Capital Program Management, Planning & Data to join our Capital Program Management & Finance team at our office in Albany, NY.

The Assistant Director of Capital Program Management (Data & Planning) is responsible for proving oversight and coordination of the capital planning and related data development and integrity functions in Capital Program Management, as well as providing strategic direction to achieve organizational goals. The Assistant Director is responsible for the supervision of staff responsible for developing multi-year campus capital plans, including oversight of the data and systems utilized to develop robust capital plans for each campus. The Assistant Director supports the Director of Capital Program Management in implementing policies and procedures for managing the system-wide capital program of the State University of New York. The Assistant Director serves as an organizational lead in Facilities Master Planning, integration of academic, space, and asset needs into capital plans and projects, and project predication and justification. Asset Manager, Facilities Space Planner, and additional data and planning staff are direct reports to the Assistant Director.

Specific Duties & Functions:

  • Manage and supervise day-to-day activities of the staff that support the capital planning and data management function within Capital Program Management.
  • Provide direction and oversight of multiple data systems that support the capital planning function, including AiM (Asset and Space Modules), Microsoft Project, and e-Builder corporate system, ensuring quality controls are in place for data integrity.
  • Serve as strategic lead on developing and implementing 10-year Campus Facility Master Plans. Manage process, provide direction to contract managers, and provide substantive reviews of consultant products.
  • Comprehend academic and programmatic needs at campuses in order to become a leading resource on project justification and project predication.
  • Co-manage, with Director and co-Assistant Director, the processes of project prioritization, including project screening, project rating, and assemblage of systemwide capital program.
  • Provide staff with the relevant information to develop short- and long-term capital plans for each campus. 
  • Work with co-Assistant Director to ensure staff integrate asset renewal and space utilization needs with campus strategic direction and goals in each campus plan. 
  • Work collaboratively with Finance Unit to prioritize projects on a system-wide basis and to utilize data from multiple sources to develop robust capital plans that integrate financial planning.
  • Lead, co-lead, or participate in teams that manage Master Capital Plan report and other annual and ad-hoc reports.
  • Co-lead efforts supporting annual capital budget request.
  • Co-lead efforts in support of return-on-investment / return-on-assets analyses
  • Establish and manage client campus relationships; integrate consensus building into the planning process.
  • Guide staff engagement and development by identifying training opportunities and staff participation in special projects.
  • Comprehend higher level management goals and priorities, lead staff in meeting these expectations.
  • Develop performance metrics and performance reports.
  • Work with Director to recommend streamlining business processes and implementation of new and revised policies and procedures.
  • Work collaboratively with Co-Assistant Director to implement strategic direction of Program Management Uni as appropriate.
  • Facilitate interactions and problem solving with other units on plan management issues.
  • Perform other duties as directed.

Requirements:

A Bachelor's Degree in a Planning, Architecture, Engineering, Architectural Technologies, Landscape Architecture, or a facilities related discipline, or other relevant professional field required.

Ten (10) years working experience with significant experience in planning and executing multi-year capital programs required.

A Professional License or Certification is preferred (AICP, RA, PE, LA, etc.).

Other essential skills include the ability to: think strategically and analytically, demonstrate problem-solving skills, utilize excellent communication and leadership skills, and exhibit both thoughtful, well-informed decision-making as well as decisiveness.

Additional requirements include working knowledge of applicable laws, rules and standards regulating planning, design, construction, and public procurement; strong technology skills, including in Microsoft Office and project management applications; strong organizational skills and the ability to work with, manage, and command respect among other professionals.

This position does not require a NYS Civil Service examination.

Additional Information:

Salary range: $108,665 - 168,606 per year, commensurate with experience and qualifications.

We offer a competitive salary and excellent benefits package, including immediate participation in the NYS and Local Retirement System (NYSLRS) with vesting after 5 years of service, Health Insurance (including Prescription, Dental, and Vision), vacation, sick, and personal time, 13 paid Federal holidays, paid parental leave, and telecommuting.

Note on Telecommuting: Employees are eligible to request approval to telecommute a limited number of days per month after completing 6 months of service. Telecommuting approvals will be made in accordance with the Fund's Telecommuting Program Guidelines.
