The vacancy available is within the Market Analysis section in the Division of Market Regulation and Enforcement.

Position Summary

This position is a subject matter expert in Pharmacy Benefit Manager (PBM) operations and has thorough knowledge of insurance company business practices. This position is responsible for developing and effectively conducting high level insurance company market analysis reviews, desk audits, market regulation continuum actions and exams of insurance companies, PBMs, and other licensees. This position conducts analysis and produces both internal and external reports of company data relating to claims, underwriting, marketing practices, complaints, rates and forms, company operations and agent conduct. Salary Information

Starting salary for the Insurance Examiner- Adv. (07-02) is between $33.00-$38.50 per hour plus excellent benefits. Salary will be determined by applicant qualifications. A 12-month probationary period is required. Pay for current state employees will be in accordance with the State Compensation Plan.

Job Details

Due to the nature of the position, OCI will conduct background checks on applicants prior to selection. OCI does not sponsor visas and is not an eligible OPT employer for those with F1 visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form upon hire.

Qualifications

Qualified candidates will have experience in:

  • Pharmacy Benefit Manager operations, including but not limited to:
    • Federal and Wisconsin regulatory requirements
    • Prescription Drug benefits
    • Rebate procedures
    • Formulary Management procedures
    • Prescription claims processing
    • Insurer, Pharmacy and Pharmacy Services Administrative Organization (PSAO)
    • PBM pricing
  • Conducting detailed review and analysis of a sensitive nature such as reviewing compliance and audit reports and/or rate and policy form filings.
  • Applying insurance laws and/or regulations to regulatory compliance issues

In addition, more than qualified candidates will also have:

  • Experience with analytical tools such as Excel or Tableau
  • Effective communication skills
  • Experience developing workflows or procedures
