State of Wisconsin is Hiring a Remote Innovation & Portfolio Management Supervisor

Introduction

The Division of Public Health (DPH) within the Department of Health Services (DHS), works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.

DPH is recruiting for an Innovation & Portfolio Management (IPM) Supervisor within the Office of Health Informatics (OHI).

This position will be located in Madison, WI and will primarily work Monday-Friday with daytime hours. This position will be expected to work from the 1 W. Wilson St. office building a minimum of 2 days per week with the opportunity of 3 days remote work as well. This schedule may vary based on training or operational needs.

Position Summary

As the IPM Supervisor, you will be responsible for directing and overseeing OHI staff, processes, and planning related to the data modernization initiative, ongoing innovation strategies, continuous improvement, project intake and capacity planning, overall project and portfolio management, and business analysis.

The IPM Unit Supervisor provides leadership and support regarding innovation and continuous improvement of DPH data and technology infrastructure, data modernization strategies, and coordination of OHI projects and project portfolios in support of DPH strategic and programmatic goals. The incumbent is responsible for establishing, designing, and implementing standard processes and engagement approach to improve customer service and stewardship of systems and data to achieve overall DPH goals. This position also requires overseeing processes and personnel supporting office-wide capacity planning and multi-year roadmap planning.

Salary Information

The starting salary is between $49.00 to $56.00 per hour (approximately $101,920 to $116,480 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former employees is based upon the rules that apply to compensation for the applicable transaction. This position is classified as an IS Supervisor 2 and the pay schedule and range is 70-02.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience in a supervisory role with duties such as hiring, disciplining, resolving conflict, conducting performance evaluations, delegating work responsibilities, monitoring staff capacity and workload, etc.
  • Experience with project and portfolio management methodologies or business analysis techniques.
  • Experience leading teams/staff responsible for two or more of the following activities: project management, portfolio management, business analysis, multi-year organizational roadmap planning, continuous process improvement, or capacity planning.

Well-qualified applicants will also have one or more of the following:

  • Certification in one of more of the following: Project Management Professional (PMP), Portfolio Management (PfMP), Certified Business Analysis Professional (CBAP) or similar.
  • Experience with the development and implementation of projects related to public health or healthcare data, systems, and technology.
  • Experience facilitating decisions related to project triage/prioritization and resource/capacity allocation.
